FUNDING GOALS AND CATEGORIES The Metropolitan Council encourages development patterns that are appropriate in different parts of the region, including mixed-use development within walking distance of transit, where available, and in other locations; mixed residential development in the urban area, and cluster housing in the urban reserve. These development patterns, and the locations where they are appropriate, are reflected in the funding categories described below.
