EXTRACT OF MINUTES OF A MEETING OF THE CITY COUNCIL OF THE CITY OF ROSEVILLE1 RAMSEY COUNTY1 MINNESOTA Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, County of Ramsey, Minnesota, was duly held in the City Hall at 2660 Civic Center Drive, Roseville, Minnesota, on Monday, the 22nd day of November, 1999, at 7:15p,m. The following members were present: Maschka, Mastel, Goedeke, Wiski and Wall The following members were absent: None Member Wiski introduced the following resolution and moved its adoption: RESOLUTION NO. 9711 A RESOLUTION SETTING FORTH THE ANNUAL AMENDMENT AND REVISION TO THE 1998 ROSEVILLE COMPREHENSIVE PLAN, FOR METROPOLITAN COUNCIL SUBMISSION, BY REVISING TEXT OF THE EXISTING PLAN ORIGINALLY ADOPTED IN 1994 (AS AMENDED) WHEREAS, pursuant to the Metropolitan Land Planning Acts of 1976 and 1996 the City of Roseville is required to prepare a city comprehensive plan, and WHEREAS, the City of Roseville, in 1979 adopted a plan entitled "City of Roseville Comprehensive Guide Plan", which was reviewed and approved by the Metropolitan council, and WHEREAS, the City Council established a comprehensive plan review and has assisted by further authorizing a citizen survey (1990 and 1998) and community Visioning Process (1992), entitled VISTA 2000, with over 100 citizen volunteers, and WHEREAS, the proposed amendments closely follow the VISTA 2000 citizen recommendations adopted by the City in 1993 and the comprehensive plan adopted in 1994, and WHEREAS, since the 1994 adoption the Planning Commission annually has held public hearings on the issues within these amendments, and WHEREAS, THE Planning Commission and City Council have invited comment and provided legal notice to affected communities and property owners with 350 feet of an land use map change, and WHEREAS, the Planning Commission has approved and affirmed the 1998 changes,
