<br />~ Permitted uses are limited to those uses at the permitted densities and intensities specified in the <br />comprehensive guide plan which may include: office, service commercial, retail commercial, mid- <br />density residential, and high density residential. <br />~ Exterior display, sales or storage is prohibited throughout the district. <br />~ The city may issue a conditional use pennit to allow a maximum of 25 percent of the gross floor area <br />to be used for land uses not designated by the guide plan if, among other things, the use will not <br />significantly lower the level of service as defined by the Institute of traffic Engineers on the roadway <br />system and is part of a unified development project. The city may limit the size of the conditional use <br />if needed to ensure compliance with the intent of the ordinance and the comprehensive plan. <br /> <br />MISCELLANEOUS REQUlREMENTS--OTHER SECTIONS OF THE ORDINANCE <br /> <br />PERFORMANCE STANDARDS REGULATING EXTERIOR LIGHTING <br />~ Exterior lighting must be designed and arranged to limit direct illumination and glare upon or into any <br />contiguous parcel. Reflected glare or spill light cannot exceed 5/1 0 footcandles as measured on the <br />property line when abutting any residential parcel and 1 footcandle on any abutting commercial or <br />industrial parcel. <br />~ Mitigative measures must be employed to limit glare and spilIlight to protect neighboring parcels and <br />to maintain traffic safety on public roads. These measures include lenses, shields, louvers, prismatic <br />control devises and limitations on the height and types of fixtures. The city may also limit the hours <br />of operation of outdoor lighting if it is deemed necessary to reduce impacts on the surrounding <br />neighborhood. <br />~ No flickering or flashing lights are permitted. <br />~ Direct, off-site views of the light source is not pennitted except for globe and/or ornamental light <br />fixtures approved in conjunction with a site and building plan. <br />~ The city may require submission of a light distribution plan if deemed necessary to ensure compliance <br />with the intent of the ordinance. <br /> <br />PERFORMANCE STANDARDS REGULATING NOISE AND VIBRATION <br />~ Noise emitting from any use must be in compliance with MPCA standards. <br />~ Any use established or remodeled after the effective date of the ordinance must be operated to prevent <br />vibration discernable at any point beyond the lot line of the site on which such use is located. <br />~ The city may also limit the hours of operation of outdoor noise if it is deemed necessary to reduce <br />impacts on the surrounding neighborhood. <br />~ Ground vibration and noise caused by motor vehicles, trains, aircraft operations or temporary <br />construction or demolition are exempt from these regulations. <br /> <br />P ARKJNG AND LOADING REQUIREMENTS <br />~ Parking areas cannot be used to meet stonnwater holding requirements. <br />~ Parking area and structures must be designed and maintained to avoid vehicles queued within a public <br />right-of-way. <br /> <br />Roseville Shopping Center District Study <br /> <br />Phase I Report <br /> <br />Page 63 <br /> <br />---...._ I <br /> <br />I-,...~..-r-..._,,_ <br />
