<br /> <br />Minnesota <br />Community Development Department <br /> <br />Moratorium Shopping Center Impact Study (PF 3113) <br />Summary of Issues and Process <br /> <br />The study will examine code requirements and existing conditions in Roseville and <br />compare them to existing development patterns in 4 Roseville centers and up to 4 other <br />Twin Cities communities with regional or subregional malls, or areas with big box retail <br />or power centers adjacent to or in close proximity to residential development. The staff <br />in other cities in which these centers are located will be contacted to discuss their <br />review procedure, impacts, and the local regulations that were used to complete the <br />project. <br /> <br />Items to be studied include the following: <br /> <br />A. What types of permits are required for shopping center <br />expansions adjacent to residential areas? <br /> <br />B. Can 24-hour uses work adjacent to residential areas? What <br />issues are caused by the 24-hour uses? How can the issues be <br />mitigated? <br /> <br />C. Is there a traffic increase and circulation disruption within and <br />adjacent to the center? <br /> <br />D. What is the appropriate parking lot lighting, security lighting, <br />and signage lighting? <br /> <br />E. What is the level of HV AC sound and how can the HV AC be <br />screened? <br /> <br />F. What is the loading docks design, sound, lighting, and hours of <br />operation? <br /> <br />G. What is the parking lot design and capacity within 300 feet of <br />store entry? <br /> <br />H. How is the grading, drainage, and on-site/off-site ponding affect <br />the center and surrounding area? <br /> <br />I. How is cart storage and truck parking handled? <br /> <br />1 <br />
