<br />DEVELOPMENT REVIEW GUIDELINES & PROCEDURES <br /> <br />H. Application Narrative: One of the most important components of any <br />application submission package is the narrative. This is the part of the application <br />in which the applicant can present a written summary explaining and supporting <br />the proposal. It is important for the applicants to become familiar with the <br />community planning issues that are relevant to their particular application. <br />Although free to include any information in support of their request, applicants <br />are strongly urged to focus their narratives on those key questions that the <br />Planning Commission and City Council must address in deciding whether to <br />approve or deny the application. <br /> <br />Applicants are directed to meet with the DRC to discuss their requests and <br />identifY issues that may be unique to their specific proposal. The following <br />summaries are intended to highlight the most fundamental questions that must be <br />answered by the applicant in the review of different types of permits. <br /> <br />6. Site Plan Review: <br /> <br />Many different types of permits require the approval of a site plan. The review of site <br />plans is an administrative process. The purpose this plan review is to make certain that <br />the proposal complies with all applicable City Codes. <br /> <br />The applicant should refer to the standards in the zoning district in which the subject <br />property is located, as well as pay particular attention to Chapter 1010, Design <br />Standards of the Roseville Code, when preparing the proposal. Narratives describing <br />proposed site plans might be relatively brief and straightforward. It is useful, however, to <br />include some discussion of why the project site plan is displayed in a given manner, as <br />well as listing what features are involved. <br /> <br />In reviewing site plans the focus is twofold. First, does the plan as proposed meet or <br />exceed all of the applicable City Codes and/or City Council directives? Second, how will <br />this proposed development relate to surrounding properties? The narrative should <br />describe how the plan has been designed to ensure compatibility with adjacent properties <br />and/or the City's plans for the area. This discussion should include functional issues, <br />such as access and circulation, as well as architectural design, selected building materials, <br />landscaping, lighting, signage, etc., as it relates to the surrounding area. <br /> <br />7. Subdivision Approval: <br /> <br />The review of subdivisions involves the City's Subdivision Regulations, Chapter 1100 of <br />the Roseville Code. A subdivision may involve the creation of several lots, or may be a <br />simple division of an existing lot. In either case, the key question is whether or not the <br />proposed lots are consistent with the Comprehensive Plan designation and will meet or <br />exceed the standards for the zoning district in which they are located. <br /> <br />Page 5 of 14 <br />
