<br />DEVELOPMENT REVIEW GUIDELINES & PROCEDURES <br /> <br />opportunities or advantages to implement Comprehensive Plan goals beyond those <br />available through conventional zoning. A formal hearing by the Planning Commission is <br />required. <br /> <br />The purpose ofPUD zoning is to provide flexibility. This flexibility can apply to the <br />allowed uses, as well as all of the other basic zoning requirements, such as setback and <br />density variations. However, in order to gain approval to depart rrom the underlying <br />zoning, it must be shown that there are resulting benefits to the City and applicant. <br /> <br />The application narrative is vital when requesting consideration of a PUD. The narrative <br />must include a full description of all of the reasons why it is necessary to depart from the <br />underlying zoning standards, and the advantages and opportunities that are gained as a <br />result. <br /> <br />Procedures: The following are the procedures the City of Roseville undertakes when processing <br />specific application requests. <br /> <br />13. Preliminary Plat Procedure: <br /> <br />The procedure for processing a Preliminary Plat is essentially the same as that which is <br />outlined under the Development Review process above. The applicant should begin by <br />contacting the City Planner to arrange an initial meeting, where the applicant will receive <br />a copy of the application and will be introduced to the staff representative who will <br />review the project and prepare the staff report. The applicant must also obtain a certified <br />list of property owners within 350 feet and two sets of mailing labels, and submit the <br />preliminary plat to the County for review and comment. <br /> <br />Following the initial meeting, the City Planner will become the applicant's contact with <br />the City throughout the remainder of the process. When, in the opinion of the DRC, the <br />submission requirements have been satisfied, the Community Development Director will <br />place the item on the Planning Commission agenda. The approval of the preliminary plat <br />requires a minimum of one (I) meeting (a public hearing) with the Planning Commission <br />and one (1) meeting with the City Council. <br /> <br />14. Final Plat Procedure: <br /> <br />The final plat will be reviewed by the Community Development Director or the City <br />Planner and iffound substantially similar to the preliminary plat, will be placed on the <br />City Council agenda for final plat hearing and approval. The final plat documents will be <br />executed by the City officials and released to the applicant following satisfactory <br />completion of development agreements, contracts, payments of all fees and assessments, <br />posting of bonds, and other items. This must be completed prior to the City's release of <br />the hard-shells. The City may also require a digital copy of the plat. <br /> <br />Page 8 of 14 <br />
