<br />DEVELOPMENT REVIEW GUIDELINES & PROCEDURES <br /> <br />The applicant must provide a certified list and two sets of labels of property <br />owners within 350 feet of the site. <br /> <br />B. Sketch Plan: After the applicant has prepared the necessary submittals to <br />complete the application, the Community Development Director will place the <br />item on the Planning Commission agenda for a Sketch Plan Review. The staff <br />and Planning Commission strongly suggest that the applicant meet with <br />neighbors prior to sketch plan review. <br /> <br />The Sketch Plan Review allows for an informal discussion of the project to <br />identify and clarify key issues affecting the proposal, before the developer has <br />invested a great deal of money in the preparation of plans. The Sketch Plan <br />Review is not a mandatory part of the PUD process, but has generally been found <br />to both expedite the review and improve the final product. <br /> <br />The following information should be prepared for discussion at the Sketch Plan <br />Review: <br /> <br />~ Existing topography and significant existing features (wooded areas, <br />wetlands, development opportunities, and constraints); <br />~ Surrounding land uses; <br /> <br />~ Conceptual developf!lent plans (proposed unit densities, floor to area ratios, <br />and land uses); <br /> <br />~ Conceptual traffic circulation; and <br /> <br />~ Areas that pepart rrom City standards or necessitate the use of the PUD <br />process. <br /> <br />C. Concept Hearing and Final PUD Plans and Approvals: <br />(Section 1008, City Code) <br /> <br />Because the Planned Unit Development process may be very complicated and <br />encompass a number of planning issues, the applicant is directed to consult <br />Chapter 1008 of the City Code, which outlines in detail the steps and required <br />submittals for Planned Unit Development Review. <br /> <br />D. Amendment to a Planned Unit Development: <br />(Section 1008, City Code) <br /> <br />Substantial departures from the approved plans will require an amendment to the <br />Planned Unit Development, in accordance with Section 1008 of the Roseville <br />Code. Failure by the Developer to commence development activity, in accordance <br />with the final development plans, within one year following the final approval of <br /> <br />Page 11 of 14 <br />
