<br />R-7, two (2) JP AJR](]NG spaces shall be provided per dwelling unit, one-half (1/2) of <br />which shall be enclosed except that the enclosure requirement is not applicable in R -1. <br />2. Size OfJPARKJING Space: Space for a single vehicle shall be nine feet by <br />eighteen feet (9' x 18') or larger provided that up to fifty percent (50%) of the required <br />spaces may be not less than eight feet by e~ghteen feet (8' x 18') when posted "Compact <br />Vehicles Only". Aisles shall be provided for ingress and egress and shall be a minimum <br />of twenty four feet (24') in width. (Ord. 878, 3-23-1981; amd. 1995 Code) <br />3. Surfacing OfJPARIKlfNG Areas: <br />a. All open off-street JPARKIING lots or areas shall be constructed of bituminous, <br />concrete or other paving material approved by the Public Works Director. <br />b. New JPA1lU(l[NG lot surfacing shall be a minimum of two inches (2") of <br />bituminous pavement over an appropriate base. <br />c. Concrete curb and proper setbacks will be required if the JP AJRKING lot is <br />constructed, regraded or reconstructed with a one inch (1 ") lift or greater of bituminous <br />pavement, except: <br />(1) In R-l and R-2 Districts where the principal structure is single-family or duplex. <br />(2) P AJRlKIING lot seal coat or surface treated. <br />(3) Minor patching or surface repair (overlay less than 25 percent). <br />d. The construction of any new JPAIRKlING areas in any zoning district except R-l <br />and R-2, and all other repairs, remodeling and additions if the construction involved <br />increases the overall size of the JP AJRKJING lot by ten percent (10%) or in the event that <br />the construction increases the assessor's market value by over twenty percent (20%), shall <br />require site plan review as described in Section 1010.16 of this Title. <br />e. All construction which repairs or remodels or alters a JP AJRKING lot between ten <br />percent (10%) and fifty percent (50%) of its size shall not be required to meet all of the <br />criteria outlined above. A percentage of expansion between ten percent (10%) and fifty <br />percent (50%) or a monetary improvement between twenty percent (20%) and fifty <br />percent (50%) would require a proportional level of improvement. This proportional <br />requirement will be determined by the Development Review Committee subject to appeal <br />to the City Council. The City Council may refer such an appeal to the Plan..11ing <br />Commission for review and recommendation. (Ord. 1172, 9-23-1996) <br /> <br />4. Drainage: Off-street JP ARJKJING areas shall be so graded and drained so as to <br />dispose of all surface water. Drainage plans shall be subject to the approval of the City <br />Engineer. (Ord. 275, 5-12-1959) <br /> <br />5. Location: <br />a. Accessory off-street JP AmIaNG spaces which are not enclosed may be located in <br />any required yard as specified in the regulations of each zoning district. Enclosed off- <br />street PARKING spaces shall not be permitted in any required yard except the rear yard. <br />An attached enclosed JP A.RK1ING space may project three feet (3') into a required front <br />yard as long as there is no living space above it. A detached garage structure in a rear - <br />yard must be set back at least five feet (5') from any side or rear lot line. (1995 Code) <br />b. Spaces accessory to one- and two-family dwellings shall be on the same lot as the <br />principal use served. <br /> <br />8 <br />
