<br />o. Day Care Center: Four (4) spaces per principal use, plus one space for each five <br />hundred (500) square feet in excess of one thousand (1,000) square feet of gross floor <br />area. <br />p. Churches: One space per three and one-half (3 1/2) seats based on the design capacity <br />of the main assembly hall. (Ord. 804, 3-14-77) <br />q. Nursing Homes: One space per each four (4) beds. (Ord. 878, 3-23-81) <br />Where land uses are proposed that are not specifically listed above before any <br />permits shall be issued relating to such use, the City Council shall establish a reasonable <br />number of off-street PARKING spaces for such use. (Ord. 804, 3-14-77) <br /> <br />3. Surfacing Of PARKING Areas: <br />a. Off-street PARKING areas shall be surfaced with asphalt or concrete and with <br />permanent concrete curbs to define driveways and PARKING limits. <br />b. New PARKING lot surfacing shall be a minimum of two inches (2") of bituminous <br />payement. <br />c. Concrete curb and proper setbacks will be required if the PARKING lot is regraded or <br />reconstructed with a one inch (1 ") lift or greater of bituminous pavement. <br />d. No concrete curb will be required in the following instances: <br />(1) PARKING lot seal coated or surface treated; <br />(2) Minor patching or surface repair (overlay less than 25%). <br />e. For all new construction in all zoning districts, site plan review as described in Section <br />1010.16, is required and no construction shall occur without such review and approyal. <br />f. Site plan review as described in Section 1010.16 shall be required for all repairs, <br />remodeling and additions if the construction involved increases the overall size of the <br />PARKING lot by ten percent (10%) or in the eyent that the construction increases the <br />assessor's market value by over twenty percent (20%). <br />All construction which repairs or remodels or alters a PARKING lot between ten <br />percent (10%) and fifty percent (50%) of its size shall not be required to meet all of the <br />criteria outlined above. A percentage of expansion between ten percent (10%) and fifty <br />percent (50%) or a monetary improvement between twenty percent (20%) and fifty <br />percent (50%) would require a proportional level of improvement. This proportional <br />requirement will be detemlined by the Development Review Committee subject to appeal <br />by the City Council. The City Council may refer such an appeal to the Planning <br />Commission for review and recommendation. (Ord. 1084, 1-14-91) <br /> <br />4. Van Pooling Programs; Reduction Of PARKING Spaces Required: Where a van <br />pooling program exists for employees of a user of property in a business district and such <br />program reduces the need for PARKING spaces, the number of PARKING spaces not <br />needed because of such program may be reduced from the requirements of subsection 2. <br />Space sufficient to accommodate such reduced number of PARKING spaces shall be <br />maintained as open space and shall be converted to PARKING spaces in the event that <br />the prograJ}1 is tei'minated or its effectiveness il1,E~ducing PARKING space needs drops. <br />Approval and continuation of such reduced pARKING space plan shall be made by the <br />Insp~ction Superintendent.
