5. Drainage OfJPAJRJKJING Areas: Off-street IPAJRK][NG areas shall be so graded and drained to dispose of all surface water. Drainage plans shall be subject to the approval ofthe Public Works Director. 6. Location: All accessory off-street IP AIRKIING facilities required herein shall be located as follows: a. Spaces accessory to uses located in a business district shall be within three hundred feet (300') of the principal building served. b. There shall be no off-street JP AJR](][NG within fifteen feet (15') of any street right of way. E. Joint Facilities: 1. Joint IP AJRKITNG Facilities Permitted; Proyision: Required JP ARKING facilities serving two (2) or more uses may be located on the same lot or in the same structure, proyided that the total number of IP AJRJKIING spaces furnished shall not be less than the sum of the separate requirements for each use. 2. General Conditions For Approval: The City Council may approve the joint use of P ARKJING facilities for the following uses or activities under the following conditions: a. Up to fifty percent (50%) of the IP AIRKJING facilities required for a theater, bowling alley, dance hall, bar or restaurant may be supplied by the off-street JP' ARK][NG facilities proyided by types of uses specified under subsection d below as primarily daytime uses. b. Up to fifty percent (50%) of the off-street JPAJRlKJING facilities required for any use specified under subsection d below as primarily daytime uses may be supplied by the p ARKJI]~rG facilities provided by the following nighttime or Sunday uses: Auditoriums incidental to a public or parochial school, churches, bowling alleys, dance halls, theaters, bars or restaurants. c. Up to fifty percent (50%) of the JPA!RJJUNG facilities required for a church or for an auditorium incidental to a public or parochial school may be supplied by the off-street PARKING facilities provided by uses specified in subsection d below as primarily daytime uses. d. For the purposes of this subsection, the following uses are considered as primarily daytime uses: Banks, business offices, retail stores, personal service shops, household equipment or furniture shops, clothing or shoe repair or service shops, manufacturing, wholesale and similar uses. e. Conditions Required For Joint Use: (1) The building or use for which application is being made to utilize the off-street PARKING facilities provided by another building or use shall be located within four hundred feet (400') of such JP AJRJKIING facilities. (2) The applicant shall show that there is not substantial contlict in principal operating hours of the two (2) buildings or uses for which joint use of off-street JP' ARKING facilities is proposed. (3) A properly drawn legal instrument, executed by the parties concerned for joint use of off-street P ARKIING facilities, duly approved as to form and manner of execution by the City Attorney, shall be filed with the City Manager. 12
