<br />3404261 <br /> <br />2. Section 1013.01.D of the Roseville Zoning Ordinance lists the criteria <br />reviewed when considering the issuance of a conditional use permit. The <br />criteria are as follows: impact of parking; impact on parks, streets, and <br />other public facilities; compatibility of site plan, internal traffic <br />circulation, landscaping, and structures with contiguous properties; impact <br />of the use on the market value of contiguous properties; impact on the <br />general public health, safety, and welfare; compatibility with the City's <br />Comprehensive Plan. <br /> <br />3. The Roseville City Council concludes the proposal meets the criteria <br />specified in Section 1Ol3.01D of the Roseville Zoning Ordinance. <br />Specifically, the proposed monopole and associated equipment structure <br />will not create additional traffic nor the need for additional public <br />facilities. With proper screening and landscaping, the equipment facility <br />will not have an impact on surrounding property or values. There appears <br />to be no impact on general health, safety, and public welfare. In addition, <br />the project complies with the Comprehensive Plan designation as a <br />business use. <br /> <br />4. The applicant has provided information indicating the technical dead <br />reception space surrounding the C-2 at Snelling location and a brief <br />description of the proposed coverage area of .75 mile radius. <br /> <br />5. The proposed monopole is comprised of galvanized steel and has the <br />antenna located in a cylinder on the top of the pole. <br /> <br />6. The monopole will be located in the same location as the current rear <br />parking lot light pole. This location is near a sizeable stand of mature <br />deciduous trees approximately 40 to 50 feet in height. <br /> <br />7. There are no City poles or private multi-tenant poles in this area of the <br />community . <br /> <br />8. The proposed location of the monopole and supporting equipment cabinets <br />meet the required setback of 30 feet from property line. <br /> <br />9. Conditions may be attached to the CUP that would mitigate the impact on <br />adjacent properties including such items as increased setbacks from <br />property lines, landscape screening, architectural color and <br />design/materials details, drainage provisions, and limiting additional <br />exterior storage. <br /> <br />311 <br />
