<br />r <br /> <br />3404262 <br /> <br />WHEREAS, Section 10 16.26B 1 (Storm Water Management) requires all single-family lots <br />within the Shoreland Management District to have no more that 25% impervious site coverage; and <br /> <br />, <br />WHEREAS, impervious area is determined by calculating the total square footage of roof, <br />sidewalk, patio, and driveway areas; and <br /> <br />WHEREAS, the Youngquist lot is 6,690 square feet in size that allows for an impervious <br />area of 1,672 square feet; and <br /> <br />WHEREAS, the former home and site had an impervious calculation of2,617 square feet or <br />39%; and <br /> <br />WHEREAS, the proposed site improvements would create impervious area of2, 160 square <br />feet or 32% of the parcel area and a 7% variance; and <br /> <br />WHEREAS, the Youngquist's have requested a variance to allow construction of a home on <br />a per-existing non-confom1ing lot or record and a variance to allow a 7% increase in the impervious <br />area of a lot located in the Shoreland District; and <br /> <br />WHEREAS, the variance will create a structure that is conforming to the Roseville City <br />Code and allow Youngquist's to construct their 2,400 square foot (1,484 square foot footprint) home <br />without other special or variance approvals; and <br /> <br />WHEREAS, the Roseville Planning Commission conducted a public hearing on the request <br />on Wednesday, May 10,2000, and recommended (7-0) approval ofthe requested variance, subject to <br />the following findings and conditions: <br /> <br />Findings: <br /> <br />1. The unique physical features ofthe property (i.e. shape and size oflot) create a physical <br />hardship. <br />2. The hardship is not the applicant's creation. <br />3. The property cannot be put to a reasonable use if used under the conditions permitted by <br />the ordinance. <br />4. If granted, the variance will not impact the health, safety, or general welfare of the <br />community. <br /> <br />Conditions: <br /> <br />1. The home to be constructed has a footprint not to exceed 1,500 square feet. <br />2. The impervious surface is not to exceed 32% ofthe lot size and the applicant shall work <br />with staff to attempt to reduce further the impervious surface. <br /> <br />WHEREAS, the Roseville City Council received the Planning Commission's <br />recommendation on Monday, May 22, 2000; and <br /> <br />2- <br />
