<br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 08/25/97 <br />ITEM NO: <br />Agenda Section: <br />HEARING <br />Item Description: Lake Ridge parking lot expansion - approval of excavation permit and <br />planting/fence design - 2727 Victoria Street N (Revised from 8/11/97) <br /> <br />Manager Approved: <br /> <br />Department Approval: <br /> <br />Request Summary: Lake Ridge Nursing Home originally (8/11/97) requested approval <br />of an excavation permit to create new parking space along the north side of their <br />building. Excavation would exceed 10 to 12,000 cy, requiring a hearing. A revised <br />site plan for the August 25, 1997 hearing has been submitted that reduces <br />excavation to less than 5,000 Cy and moves the parking 100 feet further away <br />(east) from the residences along the west property line. <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 Lake Ridge is requesting approval of an excavation permit to allow the excavation of less <br />than 5,000 cubic yards of material and approval of a planting and fence design for the <br />expansion of an off-street parking area on the north side of its property. This would provide <br />a total of 123 spaces. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 Lake Ridge is in need of additional off-street parking and has been working with the City for <br />several years on ways to address the parking shortage on the site. Woodhill Drive was <br />posted as no parking several years ago to address the concerns of the neighborhood. In <br />addition, Lakeview Avenue is currently experiencing Lake Ridge employee car parking. <br />Lake Ridge has also had a cooperative arrangement with Meredith Cable for several years <br />for off-street parking on Meredith's property; however, Meredith has recently requested Lake <br />Ridge to make alternative arrangements since Meredith needs the offstreet parking spaces <br />for its employees. <br /> <br />2.2 In 1996, Lake Ridge submitted a plan which would create an off-street parking area on the <br />east side of the building. When the plan was reviewed by City staff, concerns were <br />expressed that such an off-street parking area would adversely impact the curb appeal of <br />the property along Victoria Street N. Since that time, Lake Ridge has been working on <br />alternative plans to address its off-street parking needs. <br /> <br />2.3 Representatives from Lake Ridge met with Assistant City Engineer Jay Kennedy and City <br />Planner Kim Lee on several occasions in May and June, both on site and at City Hall, to <br />discuss the proposal for a parking lot expansion on the north side of the Lake Ridge <br />property which will add approximately 65 spaces. Suggestions made by City staff were <br />incorporated into the plans submitted to the City for a building permit. During these <br />meetings, the staff told Lake Ridge representatives that the work could be completed with <br />only a building permit and no City Council action was required because the property was <br />located in a B1 Limited Business District.
