<br />5.12 The proposal includes are a mix of uses which create a unique suburban context for the site and <br />building design. Because of this, the two proposed buildings are being designed using the same <br />staff guidelines suggested in the Cornerstone Guidelines/Neighborhood Enhancement report <br />developed by the staff in 1997 complying with the Livable Communities Program. The City <br />staff will work with the applicants to create site designs that achieve equivalent setbacks, <br />public and private landscaping, sidewalks and other building and site guidelines. A lO-foot <br />green space front setback has been the standard for such designs. The proposal is a <br />redevelopment of a neighborhood commercial comer area. Many other unique approvals have <br />been made in this area to accommodate redevelopment and reinvestment in the community: <br />a. Suburban Hardware's improvements include set back variances <br />b. Lexington Professional office/antique shop building required a PUD <br />c. Rose Villa townhomes is a PUD <br />d. Nearby medical office/vet hospital/publishing house includes a CUP. <br /> <br />5.13 It is possible that the applicants may request a Neighborhood Enhancement Grant (from funds <br />provided to the City from a Metropolitan Council grant) to improve boulevard street trees, <br />vegetation, and sidewalk amenities within the public right of way. <br /> <br />5.14 Current zoning, land use, and future land use maps and demographic information regarding <br />Planning District 14 are included for informational purposes. <br /> <br />6.0 POLICY & FISCAL IMPLICATIONS: <br /> <br />6.1 Throughout Section 3 (Goals & Policies) ofRoseville's Comprehensive Plan are numerous <br />goals and/or policies that the ASI/VSI project is attempting to comply with and implement. <br />The following are samplings from the Community-Wide, Residential Area, and Commercial <br />Areas subsections of Section 3: <br /> <br />. Community-Wide Goals: Eliminate blight and prevent deterioration of buildings and <br />infrastructure. Strive for better aesthetic appeal. <br /> <br />. Maintain and continue development of a strong economic base and create a favorable <br />climate for the operation of responsible free enterprise. <br /> <br />. Encourage opportunities for a diverse population with respect to age, ethnicity, and <br />economic composition. <br /> <br />. Policies: Emphasize quality design, innovative solutions, environmental protection, and <br />aesthetic appeal in community development through the adoption of site design <br />standards and other appropriate criteria. <br /> <br />. Plan for balanced land use development of the community to maintain and improve <br />Roseville's image as an attractive place in which to live, work, and play. <br /> <br />.
