<br />7.7 Daily vehicle counts on Lexington Avenue at Roselawn Avenue is 16,500, while Roselawn <br />Avenue at Lexington Avenue has a daily vehicle count of2,000. Currently there are no <br />restrictions for on street parking along Rose1awn A venue east of Lexington Avenue. However <br />the roadway is not wide enough to currently allow legal parking. On street parking in not <br />allowed along Lexington A venue north or south of Roselawn Avenue. <br /> <br />7.8 Traffic and parking, based on the City consultant report (attached) appears to be at a low <br />enough level to be accommodated by the current plans and road capacities. Specifically, the <br />office complex would contribute _ vehicle trips per day and the supportive housing <br />complex would contribute _ vehicle trips per day. Vehicles would disburse with_ <br />traveling east, _ west, _ north, and _ south. Presentation at Meeting. <br /> <br />7.9 Dedication ofland for right-of-ways and any pond easement required by the Watershed must <br />occur prior to the issuance of building permits. <br /> <br />7.10 The City is in the process of determining whether park dedication will be required for this <br />development. <br /> <br />8.0 DETAILED STAFF RECOMMENDATION: <br /> <br />The City staff believes this project is consistent with the direction provided by the <br />Comprehensive Plan and the Vista 2000 report, which encourages housing diversity and mixed- <br />use neighborhood revitalization. The staff recommends the Planning Commission take the <br />following action regarding the request by ASI and VSI Construction: <br /> <br />8.1 By motion, recommend approval of the preliminary plat for Accessible Space Addition, <br />creating two 35,824 square foot lots from four existing parcels located in the southeast comer <br />of Lexington Avenue and Roselawn Avenue; <br /> <br />8.2 By motion, recommend approval of the rezoning request by Accessible Space Inc. and VSI <br />Construction changing the current zoning of four parcels from B 1, Limited Business District, <br />B-2, Limited Retail District, and B-3, General Business District to Planned Unit Development <br />with and underlying zoning of B-1, Limited Business and R-3 General Residence District on <br />the two lots, respectively; <br /> <br />8.3 By motion, recommend approval of the General Concept PUD Plan for a mixed-use <br />planned unit development consisting of a two-story 16,000 (gross) square foot professional <br />office complex in the northwest comer of Lot 1, Accessible Space Addition and a three-story <br />22 unit supportive housing complex located in the northeast comer of Lot 2, Accessible Space <br />Addition, subject to the conditions listed in Section 6 ofthis project report. <br /> <br />Prepared by City Planner Thomas Paschke <br /> <br />Attachments: project narratives, General Concept Plan packet, site photos and draft planned unit development agreement, <br />traffic and engineering reports. <br />Application determined complete on January 24,2002; 60-day review deadline on March 15, 2002. <br />Separate application for Comprehensive Plan amendment and PUD Final Development Plan. <br /> <br />PF3224 - RPCA Accessible Space Concept Plan 020602 Page 8 of 8 <br />
