<br />ROSELA WN VILLAGE <br />A MIXED USE PLANNED DEVELOPMENT FOR THE INTERSECTION OF <br />LEXINGTON AND ROSELA WN A VENUES <br /> <br />A. The Development Team <br /> <br />Accessible Space, Inc. (ASI) is a St. Paul based nonprofit organization incorporated in 1978. ASI <br />provides housing and supportive services to 1m\! income individuals with severe physical disabilities <br />in facilities in the Twin Cites, in Minnesota and in 13 additional states throughout the nation. <br />Housing types provided by ASI includes apartment buildings, cooperative homes, adult foster <br />homes, town homes and accessible apartments. ASI exists as a cost-effective alternative to long- <br />term institutional care for physically disabled adults who require support services. <br /> <br />VSI Construction, Inc. (VSI) is a Maple Grove based full service film construction film providing <br />site selection and construction services for its clients. VSI will design and construct the commercial <br />development at this site. <br /> <br />ASI holds a purchase agreement for the entire site, but under HUD requirement,> can only retain <br />ownership of the residential portion of the site. VSI was selected as the developer/pm1ner/owner for <br />the commercial part of the site after intervie"vs with others. VSI selection was based on their <br />development experience in Roseville, their understanding and enthusiasm for the opportunity and <br />necessity to (x:x)rdinate the development of the site, and their ability to move forward with <br />construction at the same time as ASI, hopefully late summer/early fall of 2002. <br /> <br />B. Roselawn Village Apartments <br /> <br />The Roselawn Village Apartments are made possible by awards and grants secured by ASI in <br />competition with other vendors at other sites. The primary award was received from the Department <br />of Housing and Urban Development under Section 811. This funding will be supplemented at this <br />site by additional grants from Ramsey County through its CDBG Program and awards from local <br />f oundati ons. <br /> <br />The residents rent is 30% of their monthly income, vv'hatever that may be, with an allowance for <br />utility costs. Residents must be at least 18 years of age, be diagnosed with a severe physical <br />disability, and be capable of complying with all obligations of the lease and tenant's guidebook. <br /> <br />The core of ASI's philosophy is based on the belief that many mobility impaired physically <br />disabled adults are capable of participating in the selection and management of the support services <br />they require. This commitment to self reliance is demonstrated through ASI's nationally <br />recognized system of resident management, giving ASI residents responsibility or daily <br />management of the services provided in their ASI homes and apartments, and is reflected in the <br />selection of tenant" at each site. <br /> <br />At Roselawn Village a resident caretaker will be provided one of the two bedroom units. Other <br />services and their providers will be determined by the residents. The mix of services will flex <br />through time depending on the needs of the tenants. The building plan provides two offices for <br />delivery of on site services. A community room on the main floor, and a lounge on both the second <br />and third floors, while primarily for socialization of the residents, may also be used for service <br />delivery. <br /> <br />1 <br />
