The original proposed and approved perimeter fence was not completed <br />at the southeast corner of this sit� where it czosses the drainage <br />area. One of the neiqhbors made a point of this deletian at the <br />Council hearinge <br />5. The chain link fence encompassing the east side of the property has <br />been constructed as proposed, but the ivy vine planting originally <br />proposed contiguous to the fence has not been ins•talled. <br />6. The topsoil storage area now located at the far northwest corner of <br />the site was supposed to be located just north of the office sit�. <br />The concern expressed by the neighbors here relates to the <br />objectionable naise created by the clanging of dump tr.uck tailc�ates <br />and the beepers that activate when the loading equi�ment backs up. <br />Mr. Margolis �xplains that the reason they did not put it in the <br />ori.ginally progosed location is tha� the seedlings from the cottonwood <br />s�and just west of their property on the Ramsey County park property <br />contaminate the topsoil stockpile and that is the reason they moved <br />it further to the north. The noise problem relayed by ths neighbors <br />was particularly objectionable in the early hours of the morning. <br />The neighbors also objected to the noise created by the telephone call <br />signal system which is now located in the vicinity of the hoop <br />houses near the center of the tract on the west side. <br />The solution to these problems ��s worked aut with Mr.. Margoli.s and �s <br />indicated on the Proposed Site [7sage Plan and his agreement statement for <br />the Council's consideration are as follows: <br />1. The parking �utside of the scree�� fence contiguous to Larpenteur <br />,Avenue will be removed and will occur insidP the screen fenc�d <br />area as originally proposed. To accammodate space f�r this <br />function, a wood chips pile now occupying a portion of the scr�ened <br />�rea will be moved �o the west side of the �ite, jus� north of th� <br />pl�st,ic hoop houses� The former parking area shou].d be seeded <br />and maintained in a mannex similar to such requi,r�d yaxd areas in <br />oth�r typical developmen�s in Roseville. <br />2. The two storage semi-trailers will be remAVed uPon completion of <br />the 30 foot by 6 foot storage building proposed in the original <br />speci.a]. use permit apglication, The starage building will be <br />located a� shown �n the Proposed Site U�age Plan. The build,ing <br />shall be loca�ed 30 feet from the west property line, and 60 ieet <br />�ZOrth of the screen fence area. <br />3. The screen f�nce shall be completed at th� bottom with the �ame <br />material as originally constructed on the south side conti,guous to <br />Larpen��ur F�venue. The Council may wish to consider requiring <br />that the screen fence be completed on �he bot�om on the east side <br />as well if they feel that is i.mportant. It is likely, however., <br />
