REQUEST FOR PLANNING COMMISSION ACTION

DATE: 12/04/00
ITEM NO: 7a

Agenda Section:
HEARING

A request by the City ofRoseville to consider a text amendment to the
City Code, Title 10, Zoning, authorizing the location of a bingo hall in the
Business and Industrial Districts within Roseville. (PF 3278)

Manager Approved:

1.0 BACKGROUND

1.1 Over the past two months, the Planning Commission and City Council considered a
request by Kraus-Anderson to allow a bingo hall in Hamline Center. The staff
interpreted the city code to require a conditional use permit, since a bingo hall was
determined to be an amusement establishment, for which a conditional use permit is
required in the Retail Business District (B-2), General Business District (B-3) and
Shopping Center District (SC).

2.0 HISTORY

2.1 A bingo hall has only been located in one location since licensing began in 1989/90.
Because the primary use and owner of the previous site was a club or lodge (Knights of
Columbus), bingo was considered an accessory use or activity to the principal club use.

2.2 A bingo hall is not specifically listed as a permitted or conditional use within the City
Code. However, Section 304 specifically regulates the playing of bingo and stipulates
the terms and conditions necessary for state and local licensing of both bingo occasions
and bingo halls.

3.0 REQUESTED ACTION

3.1 In order to clarify both the community policy and legal requirements, staff has prepared a
text amendment in the zoning ordinance to clarify bingo halls as a permitted conditional
use or a permitted use. Specifically, the following is proposed:

A. Section 1005.02, Limited Business District (B-1) and Section 1005.03, Limited
Retail Business District (B-IB), subsection "C" (Uses Allowed by Conditional
Use Permit), would be amended to include a bingo hall with the restrictions
required by the licensing of an amusement establishment and any conditions
attached as a component of the CUP.

PF3278 - RPCA (121300) Page 1 of2
