<br />B. Sections 1005.04, Retail Business District (B-2), 1005.05, General Business <br />District (B-3), 1007.02, Light Industrial District (1-1), and 1007.03, General <br />Industrial District (1-2), subsection "A" (Permitted Uses) would be amended to <br />include a bingo hall with the restrictions required by the licensing of an <br />amusement establishment. <br /> <br />C. By reference the Shopping Center District (SC) incorporates all permitted and <br />conditional uses within the Retail Business District (B-2). <br /> <br />3.2 Staff has reviewed the proposal considered by the City Council on November 27,2000, <br />and concludes that it is appropriate to allow a bingo hall as a conditional use in the B-1 <br />and B-IB zoning districts for the following reasons: <br /> <br />· Zone is neighborhood oriented and requires a greater level of site control and <br />compatibility with residential uses. <br />. A bingo hall is a clean quiet business. <br />. Has an off-peak parking requirement. <br />. Restricted hours of operation must be compatible with neighborhood. <br /> <br />3.3 Staff has also concluded that it is appropriate to allow bingo as a permitted use within the <br />B-2, B-3, SC, 1-1, and 1-2 Zoning districts for the following reasons: <br /> <br />. Is a similar use to retail (B-3) <br />· Parking is generally available at off-peak times and normally can be shares. <br />· Public infrastructure is in place and can easily support the surge traffic. <br />· Hours of operation will trigger 24 hour service use regulations in SC district. <br /> <br />3.4 The standard requirements for items such as off-street parking, building/parking setbacks, <br />landscaping, and other requirements would apply to the bingo hall and the zoning district <br />in which it is proposed. However, in the B-1 and B-IB districts a greater level of site <br />control may be necessary to mitigate impacts to any adjacent residential zone or use. <br /> <br />4.0 STAFF RECOMMENDATION <br /> <br />4.6 It is recommended that the Roseville Planning Commission consider the proposed <br />modifications as identified in the attached "DRAFT" ordinance. <br /> <br />5.0 SUGGESTED PLANNING COMMISSION ACTION <br /> <br />By motion approve (deny) the request by the City ofRoseville to amendments to Sections <br />1004, 1005, and 1007 of the Roseville City Code. <br /> <br />Prepared by: Thomas Paschke (490-2236) <br /> <br />60-day Time Limit: Not Applicable. <br /> <br />PF3278 - RPCA (121300) Page 2 of 2 <br />
