1 <br /> A 20 foot tall multi-tenant (2) ground sign with approximately 100 sq. ft. of sign area, <br />o <br />2 <br />sign to be placed adjacent to County Road B. <br />3 <br /> An 8 foot tall single tenant (Perkins) ground sign with approximately 57 sq. ft. of sign <br />o <br />4 <br />area, sign to be placed adjacent to County Road B, 10 feet from the property line. <br />5 <br /> <br />6 <br />Thomas Paschke reviewed the City Code (comparison of ground signs vs. pylon signs) as it <br />7 <br />applies to the Super Target and Perkins properties and determined that Super Target is allowed <br />8 <br />two pylon or ground signs and Perkins is allowed one pylon or ground sign. He concluded that <br />9 <br />there is justification for granting Variances to Section 1009 of the Roseville City Code for Target <br />10 <br />Corporation, because the existing Code for these types of signs is not practical, nor flexible, for <br />11 <br />those businesses interested in erecting tasteful free standing multi-tenant ground signs that meet <br />12 <br />today’s advertising needs. <br />13 <br /> <br />14 <br />The Staff recommended approval of a 12 foot variance to Section 1009.03M (height), a 5 foot <br />15 <br />Variance to Section 1009.03M (location), and a 25 sq. ft. Variance to Section 1009.08E of the <br />16 <br />Roseville City Code to allow 2 free standing ground signs on the Super Target lot and one free <br />17 <br />standing ground sign on the Perkins lot, based on the findings in Section 5 of the project report <br />18 <br />dated May 4, 2005, and subject to the following conditions: <br />19 <br /> <br />20 <br />a. The Super Target ground sign adjacent to Snelling Avenue shall be limited to 100 <br />21 <br />sq. ft. of multi-tenant (3) sign area, and the Super Target ground sign adjacent to <br />22 <br />County Road B shall be limited to 100 sq. ft. of multi-tenant (2) sign area. <br />23 <br />b. The Super Target free standing ground signs shall be limited to a height of 20 feet. <br />24 <br />c. Each Super Target free standing ground sign shall meet the required 15 foot <br />25 <br />minimum setback from property line. <br />26 <br />d. The Perkins free standing ground sign shall be limited to a height of 8 feet and 100 <br />27 <br />sq. ft. of sign area. <br />28 <br />e. The Perkins free standing ground sign shall be limited to a 10 foot setback from the <br />29 <br />property line. <br />30 <br />f. All three free standing ground signs must be internally illuminated. <br />31 <br />g. The variance (if granted) shall expire within 6 months of its approval if a sign permit <br />32 <br />is not issued (Section 1013.03). <br />33 <br /> <br />34 <br />Chair Bakeman asked if the Perkins flag is a “sign”. (No, it is a national flag, not part of the sign <br />35 <br />package request and not recognized as a sign in the City Code). <br />36 <br /> <br />37 <br />Member Pust asked if the flag, in combination with the sign, would create a visibility issue from <br />38 <br />County Road B. She asked for comparison between monument and pylon sign height and size. <br />39 <br />Is there a street visibility issue with a corner or turning movement? (No) <br />40 <br /> <br />41 <br />Member Boerigter asked if the sign drawing at Perkins (12’8”) was correct or had it changed to <br />42 <br />comply with the Code, which requires 8 feet. <br />43 <br /> <br />44 <br />Forrest Russell, Target Corporation, explained the sign size for Perkins will be eight feet and sign <br />45 <br />size will shrink proportionately. <br />46 <br /> <br />47 <br />Member Pust asked Mr. Russell what will happen to Target’s Snelling walls to break up the bland <br />48 <br />long wall (The wall will be finished and landscaped as construction is completed). <br />49 <br /> <br />50 <br />Chair Bakeman requested comment from the audience; there was none. <br />51 <br /> <br />Page 2 of 7 <br /> <br />
