<br />b.Planning File 3671:Request by Brent Huberty, 900 Grandview <br />1 <br />Avenue, for a Variance to Section 1004.016 of the Roseville City Code to <br />2 <br />allow the construction of a detached accessory structure 14 feet from <br />3 <br />the property line adjacent to Nancy Place. <br />4 <br />5 <br />6 Chair Bakeman opened the hearing and requested staff provide a verbal summary of the <br />7 project report dated September 7, 2005. <br />8 <br />9 City Planner, Thomas Paschke, advised that Brent Huberty/Owen Polifka request <br /> <br />10 approval of a 10 foot corner side setback Variance to Section 1004.016of the Roseville <br />11 City Code to allow the construction of a new two stall detached accessory structure <br />12 (garage) to within 20 feet of the Nancy Place right of way on the parcel located at 900 <br />13 Grandview Avenue. <br />14 <br />15 Brent Huberty has submitted a proposal to construct a 24 foot by 24 foot (576 sq. ft.) <br />16 detached accessory structure that would encroach into the corner side yard setback <br />17 adjacent to Nancy Place. Section 1004.016 (Residential Dwelling Dimensions – Corner <br />18 Side Yard Setback) of the Roseville City Code requires all structures to be set back a <br />19 minimum of 30 feet from a corner side yard adjacent to a public street. <br />20 <br />21 The original principal structure constructed in 1948 lies approximately 30 feet from the <br />22 corner side yard property line of Nancy Place and has no attached or detached garage. <br />23 The home is currently being improved with a second story addition and interior <br />24 modifications. The proposal to construct a detached accessory structure 13 feet from the <br />25 property line adjacent to Nancy Place is a similar distance from the property line as three <br />26 other neighboring detached accessory structures. <br />27 <br />28 The Huberty property is 11,326 sq. ft. in size affording a maximum impervious coverage <br />29 of 3,398 sq. ft. Based on the submitted site plan the City Planner has determined that the <br />30 principal structure is estimated at 1,008 sq. ft., the detached accessory structure (rear <br />31 yard) is estimated at 120 sq. ft., and the existing driveway is estimated at 350 sq. ft. for a <br />32 total of 1,478 sq. ft. The proposal to construct a 576 sq. ft. detached accessory structure <br />33 (garage) with a 360 sq. ft. (estimated) driveway would create a proposed total impervious <br />34 coverage of 2,404 sq. ft. well below that allowed by the City Code. <br />35 <br />36 City staff recommended approval of a 13 foot corner side setback Variance to allow a <br />37 garage to be set within 17 feet of the property line. The variance is to Section 1004.016 of <br />38 the Roseville City Code to allow the construction of a 24 foot by 24 foot (576 sq. ft.) <br />39 detached accessory structure at 900 Grandview Avenue, based on the findings in Section <br />40 5 and the following conditions: <br />41 <br />42 a. The detached accessory structure (garage) shall be set back a minimum of <br />43 17 feet from the corner side yard (east) property line. <br />44 <br />45 b.
