<br />3.3 The proposed rezoning would be a "down-zoning" from the current B-2 business district zone in <br />which most single purpose retail buildings or uses could be constructed, including cafes, <br />restaurants, medical offices, theatres, banks and other similar uses are permitted uses. Fast food <br />drive-thru's, fuel sales, auto service stations (minor repairs) are conditional uses. <br /> <br />3.4 The vacant parcel is currently wooded and includes a wetland on the north 1/3 of the parceL The <br />vacant parcel lies between the Roseville Baptist Church and Children's World Day Care <LId just <br />west of the intersection of County Road B-2 and Rice Street. Single Family Residential (R-l) <br />zoned property lies to the south and west (including the church property); Two Family <br />Residential District property lies to the north; and B-2 & B-3 zoned property lies to the east <br /> <br />3.5 The proposed site plan would locate the 18-unit apartment complex on the east side of the parcel <br />and the off-street surface lot on the west side of the parcel adjacent to the church parking. A <br />storm water management pond is proposed to the rear (north) of the complex and adjacent to the <br />existing wetland. <br /> <br />3.6 The parcel would be cleared of all existing trees and debris and graded to appropriately <br />accommodate the proposed complex. The grade of the parcel would slope from south to north. <br /> <br />3.7 The proposed apartment complex will have a height or 26 feet as measured per the Uniform <br />Building Code, which is under the 30-foot maximum height allowance. Building materials <br />incorporate asphalt shingles, rock-faced block, four and eight-inch vinyl siding, and a concrete <br />sill.
