<br />2. The total minimum lot area requirements for structures housing three (3) or <br />more dwelling units in any R District may be decreased by three hundred <br />(300) square feet for each parking space that is provided under the principal <br />use structure or, in some other manner, underground which allows use of the <br />grade level above such space for other parking, yard or recreation space. <br />(1004.01 B) <br /> <br />3. The total minimum lot area requirements applicable to any principal use <br />structure housing three (3) or more dwelling units in any R District may be <br />decreased by one hundred (100) square feet per dwelling unit for each story <br />over four (4) in those cases where a pennit for structures of four (4) stories or <br />more is issued. To qualify for this credit, the structure must provide passenger <br />elevator facilities to all floors. This credit, in combination with any others <br />applicable, shall not be allowed if such allowance would eliminate yard or <br />parking space area otherwise required relative to the dimensions of the <br />proposed structure and the number of units contained in such structure. <br />(1004.01B) <br /> <br />c. General Lighting Regulations: Any illumination, whether affixed to a building or <br />otherwise, within a lot in any R District shall not be pennitted to beam beyond the <br />lot lines wherein it is located. (1004.01B) <br /> <br />D. Surfacing Of Parking Areas: <br /> <br />1. Off-street parking areas shall be surfaced with asphalt or concrete and with <br />pennanent concrete curbs to define driveways and parking limits. (1005.01D3a) <br /> <br />2. New parking lot surfacing shall be a minimum of two inches (2") of <br />bituminous pavement. (1004.01B) (1005.01D3b) <br /> <br />3. Concrete curb and proper setbacks will be required if the parking lot is re- <br />graded or reconstructed with a one inch (1 ") lift or greater of bituminous <br />pavement. (1005.01D3c) <br /> <br />4. No concrete curb will be required in the following instances: <br />a. Parking lot seal coated or surface treated; <br />b. Minor patching or surface repair (overlay less than 25%). (1005.01D3dl,2) <br /> <br />5. For all new construction in all zoning districts, site plan review as described in <br />Section 1010.16, is required and no construction shall occur without such <br />review and approval. (1005.01D3e) <br /> <br />6. Site plan review as described in Section 1010.16 shall be required for all <br />repairs, remodeling and additions if the construction involved increases the <br />overall size of the parking lot by ten percent (10%) or in the event that the <br />construction increases the assessor's market value by over twenty percent <br />(20%).
