<br />3.3 The property has a zoning designation ofR-I, Single Family Residence, along with <br />properties that lie to the west, northwest, north (one property), and south. The Kari Dale <br />Apartments lie to the north along Dale Street just south of County Road B-2 and have a <br />zoning designation ofR-3, General Residence District. King of Kings Lutheran Church <br />and Concordia Academy lie to the east and northeast respectively and both are zoned R- <br />1, Single Family Residence. <br /> <br />3.4 The applicant proposes a 60-foot tall monopole in the rear (southwest comer) yard area <br />of the Fire Station. An associated equipment storage (cabinets) area to support the <br />monopole is also a part of the conditional use permit application and will be installed <br />directly adjacent the monopole. Section 1012.10A4 of the Roseville Zoning Ordinance <br />regulates private commercial antennas and towers. The proposed location is identified on <br />the attached site plan. <br /> <br />3.5 The applicant has provided information indicating the technical dead reception space <br />surrounding the Fire Station No.3 and a brief description ofthe proposed coverage area <br />of .75-mile radius. <br /> <br />3.6 The proposed monopole is comprised of galvanized steel and has the antenna located in a <br />cylinder on the top of the pole. The monopole can be painted to blend into the site. <br /> <br />3.7 There are no City owned poles or private multi-tenant poles in this area ofthe <br />community. <br /> <br />3.8 The proposed location of the monopole and supporting equipment cabinets meet the <br />required setback for accessory structures from a property line. <br /> <br />4.0 CONDITIONAL USE PERMIT REVIEW <br /> <br />4.1 Section 10B.01.D of the Roseville Zoning Ordinance lists the criteria reviewed when <br />considering the issuance of a conditional use permit. The criteria are as follows: impact <br />of parking; impact on parks, streets, and other public facilities; compatibility of site plan, <br />internal traffic circulation, landscaping, and structures with contiguous properties; impact <br />of the use on the market value of contiguous properties; impact on the general public <br />health, safety, and welfare; compatibility with the City's Comprehensive Plan. <br /> <br />4.2 Staff has reviewed the development proposal with regard to the criteria in Section <br />IOI3.01.D of the Roseville Zoning Ordinance and concludes the following: <br /> <br />A. The proposed monopole, antenna cylinder, and equipment cabinet will not create <br />additional traffic nor the need for additional public facilities. <br /> <br />B. The monopole will be partially screened by large evergreen trees located in the <br />southwest comer of the property.
