Manager Approved: 1.0 REQUESTED ACTION Qwest Wireless L.L P. requests approval of a conditional use permit (CUP) to install a wireless communication monopole (single pole antenna) and an equipment shelter in the southwest comer of2335 Dale Street on city owned land at Fire Station No.3. 2.0 BACKGROUND - CITY CODE REQUIREMENTS 2.1 Specific to the monopole and antenna, Section 1012.10Al of the Roseville Zoning Ordinance states: City-owned or controlled antennas and tower sites shall be a permitted use in "B" Business or "I" Industrial Districts and conditional uses in all other districts. 2.2 The conditional use permit process (Section 1013 of the City Code) for this request allows the City to consider: ~ Compatibility with adjoining properties. ~ Impacts on traffic and public facilities. ~ Impacts on property value. ~ Impacts on general health, safety, and public welfare. ~ Compatibility with the Roseville Comprehensive Plan. 2.3 The process also allows the City to impose those conditions it considers necessary to protect the public health, safety, and welfare. 3.0 BACKGROUND - SITE DESCRIPTION & PROPOSAL 3.1 Roseville Fire Station No.3 is located in Comprehensive Plan District 7 with a future land use designation of "C" for Civic use. 3.2 Roseville Fire Station No.3 lies directly adjacent to Dale Street (east) and Lovell Avenue (north). County Road B-2 (north), Trunk Highway 36 (south), and Victoria Street (west) are all major thoroughfares in close proximity to the Station. PF3303 RCA (062601) - Page 1 of 5
