Is Elm Hurst a possible site? The crematory does not break-even
financially for about 15 years. She asked what the capacity of the crematory was;
Member Duncan noted that worst case is that 4,400 crematories per year could be
done 24/7.

John Gleason, 721 Emerald Ridge, asked why not put the crematory in an
industrial area.

There being no further comment, Chair Rhody closed the hearing.

Member Cunningham noted concerns about emissions and particulate. He asked
the degree of emission - how close to zero? What happens when automatic
systems get out of adjustment? (shuts down). How often does Minnesota
Department of Health inspect and when? (No answer).

Thomas Paschke explained the process for the review in the future.

Member Mulder noted that he could not judge the specifications. The cremation
industry has high standards.

Motion: Member Mulder moved, second by Member Duncan, to recommend
approval of the Roselawn Cemetery conditional use permit to allow construction
of an 1800 square foot crematory structure and associated parking access
improvements, based on Section 4 and 5 and the conditions listed in Section 6 of
the project report dated June 13,2001.

Ayes: Duncan, Mulder, Rhody
Nays: Olson, Cunningham, Traynor, Wilke
Motion defeated by vote of 3-4.

Member Olson asked for hours of operation in CUP. Member Mulder explained
the cost of delay in cremation that may require embalming. If done 8:00 a.m. -
5:00 pm., seven days a week, it could serve the public.

Member Duncan stated he lived near the cemetery, noted the landowner has rights
within the zoning code, with conditions that must be met.
