<br />Woodbridge constructed supporting infrastructure for Centre Pointe (internal roads, <br />stormwater ponds, and utilities) and three buildings, Due to market conditions, Woodbridge <br />did not complete the project. <br /> <br />In January of 1997, Ryan Companies US, Inc. became the developer of Centre Pointe and <br />submitted an EA W; additionally; the Minnesota Pollution Control Agency issued an Indirect <br />Source Permit. The Ryan proposal included a total of 619,000 SF; this total did not include <br />the buildings already constructed by Woodbridge. In March 1997, the City again adopted a <br />negative declaration on the need for an Environmental Impact Statement for the revised <br />Centre Pointe, <br /> <br />In February 2000, in accordance with City ordinances the PUD was administratively <br />amended to allow an increase in building square footage by 10% (61,900 square feet) in <br />Centre Pointe. In April 2001 the City approved a PUD Amendment that increased the <br />building square footage by 122,000 SF for the proposed Veritas Corporate Campus. <br /> <br />Centre Pointe Solutions is proposing to construct a 21,500 SF building on the remaining <br />undeveloped parcel on the Centre Pointe Development. The increase in building area from <br />the previously approved building area of6,000 SF is 15,500 SF will be accomplished by <br />constructing a two story building with an underground garage. <br /> <br />The additional office space proposed by Centre Pointe Solutions does not exceed a <br />mandatory threshold for EA W preparation. Nevertheless, Centre Pointe Solutions <br />volunteered preparation of this EA W for, among others, three principal reasons: (1) assure <br />Roseville as the RGU, other EA W reviewers, and itself that the proposed expansion does not <br />have the potential for significant adverse environmental effects; (2) present the proposed <br />expansion in the context of prior Centre Pointe approvals and status of construction in EA W <br />format so that the community may fully understand the environmental effects of the <br />expanded Veritas corporate campus; and (3) achieve certainty that all Minnesota <br />environmental review requirements have been met. <br /> <br />5.
