<br />6. Description <br />a. Provide a project summary of 50 words or less to be published in the EQB Monitor. <br /> <br />Centre Painte Solutions is proposing to construct an additional 15,500 SF of office <br />space at Centre Pointe Business Park in Roseville, MN. Upon completion of the <br />development, the business park will consist of three hotels, one restaurant (located <br />within a hotel), office buildings, and office-showrooms, buildings totaling <br />approximately 819,000 SF of floor area and 2,840 parking spaces. <br /> <br />b, Give a complete description of the proposed project and related new construction, <br />Attach additional sheets as necessary, Emphasize construction and operation <br />methods and features that will cause physical manipulation of the environment or <br />produce wastes, Indicate modifications to existing equipment or industrial processes <br />and significant demolition, removal or remodeling of existing structures. Indicate <br />the timing and duration of construction activities. <br /> <br />Centre Pointe Business Park is located between I-35W, Cleveland Avenue, County <br />Road C, and County Road D in the City of Roseville. The City of Rose vi lie <br />approved, in 1985, a proposal for the development of 647,000 square feet of office <br />and garden office/service space at the 56.4-acre business-park. The approvals <br />included a Comprehensive Plan Amendment, rezoning the property to B-4 Office <br />Service District, Replatting, Tax Increment Financing and a Special Use Permit for a <br />Planned Unit Development. The plan approved in 1985 is shown as Figure 5, <br /> <br />An Environmental Assessment Worksheet was also prepared in December 1985 to <br />examine the potential environmental impacts associated with the proposed 1985 <br />project. According to the 1985 EA W, the EA W was mandatory for the following <br />reasons: <br /> <br />· Construction of a new industrial, commercial or institutional facility equal to or <br />in excess of 300,000 SF of gross floor space in a second class city. <br />· Construction of a new parking facility for 1,000 or more vehicles. <br />· Expansion of an existing municipal or domestic wastewater treatment facility or <br />sewer facility by an increase in capacity of 50 percent or more over the existing <br />capacity or by 50,000 gallons per day or more. <br /> <br />On February 10, 1986, following the mandatory EA W comment and review process, <br />the Roseville City Council passed Resolution 7861-Finding of a Negative <br />Declaration for a Full Environmental Impact Statement-Centre Pointe Business Park <br />project. <br /> <br />Following the approval and in accordance with the approved plan, all identified <br />environmental hazards were removed, all required permits were obtained and the site <br />was mass-graded in preparation for the development.
