Regular City Council Meeting <br /> Monday, October 6, 2014 <br /> Page 12 <br /> Mayor Roe suggested that the minutes could be handled by the task force since <br /> they would be much less formal by standard than those of the City Council. <br /> Councilmember Willmus thanked Ms. Barsel for taking the initiative to bring this <br /> forward. <br /> Ms. Barsel in turn thanked the City Council for allowing her presentation and for <br /> their feedback and authorizing initiation of the process. <br /> Mayor Roe noted that this effort was not only for the senior population, but also <br /> should include the new immigrant populations through this process, and asked <br /> that their vulnerabilities be identified as well. <br /> 11. Public Hearings <br /> a. Public Hearing for County Road D Reconstruction Project to be Assessed in <br /> 2014 <br /> Mayor Roe and City Manager Trudgeon read into the record the purpose of the <br /> hearing and format for the meeting; summary of the type of project and confirma- <br /> tion of published and mailed notices; along with the procedure for the hearing <br /> prior to hearing public testimony. <br /> At the request of Mayor Roe, City Engineer Marc Culver provided a brief descrip- <br /> tion of Project No. P-ST-Sw-W-13-02, County Road D Reconstruction between <br /> Lexington Avenue and Victoria Street; and proposed 2014 assessments based on <br /> final construction and engineering costs. This information was summarized in <br /> Mr. Culver's presentation and detailed in the RCA and attachments dated October <br /> 6, 2014, with final construction costs outlined in Attachment B. <br /> Mr. Culver reviewed the City's Special Assessment Policy for residential property <br /> owners to be assessed for 25% of street reconstruction costs, with no charge for <br /> the extra road width, but based on a 32' local street and based on actual frontage <br /> of each parcel. Mr. Culver provided sample parcel calculations; the process for <br /> hardship deferrals of assessments; and advised that the assessment term would be <br /> for fifteen years at a 5.5% annual interest collected by Ramsey County as part of <br /> their standard property taxes. Mr. Culver noted the final assessment costs per lin- <br /> ear foot were actually 10% lower than the original engineer's estimate in the ini- <br /> tial feasibility report. <br /> Mr. Culver further noted that, in accordance with state law, a benefit report had <br /> been performed in January of 2013 by an independent licensed appraiser, who set <br /> the maximum benefit at$60 per foot for residential properties and $90 per foot for <br /> church and/or apartment building use; with one commercial property on Lexing- <br /> ton Avenue calculated at $110 per foot as the maximum benefit to be achieved <br /> under this improvement. <br />
