Regular City Council Meeting <br /> Monday, October 6, 2014 <br /> Page 16 <br /> With no one else appearing, Mayor Roe closed the Public Hearing at approxi- <br /> mately 7:46 p.m. <br /> Mayor Roe sought staff responses to the questions raised during public comment: <br /> specifically the quality of the driveway construction, lack of rebar reinstalled, and <br /> warranty issues. <br /> City Engineer Culver responded that the City's standard design used for drive- <br /> ways, and found sufficient by staff, was for 6 inches of concrete and a sufficiently <br /> compacted base to support that depth without rebar. Mr. Culver advised that he <br /> was not aware of what the property owners were originally quoted, but noted that <br /> most private contractors use rebar and only 4 inches of concrete, but noted it did <br /> vary by contractor. Speaking from the City's perspective, Mr. Culver advised that <br /> the City had good success to-date; and advised that a one-year warranty was in <br /> place on ALL elements of this project from its final completion, enacted earlier <br /> this month. Mr. Culver stated that staff would look at the driveways after this <br /> coming winter to see if they observed any structural or design issues, or to deter- <br /> mine if there were any issues throughout the project. <br /> Mayor Roe also sought staff's response regarding the elevation of the road before <br /> and after the project, and whether there was a change in the roadway elevation. <br /> City Engineer Culver advised that, in his personal review of the original driveway <br /> grade estimates for the project, as noted on the displayed elevations for the prop- <br /> erties in question, using the 1022 property as an example, it showed the original <br /> driveway grade and sidewalk. Mr. Culver advised that the original design indi- <br /> cated no modifications to the driveway; however, due to some MSA comments <br /> and vertical curvature issues, the grade had been modified and may have impacted <br /> the height of the roadway and dropped it accordingly. Mr. Culver advised that he <br /> didn't know the significance of the original communication and the resulting <br /> driveway. <br /> Mayor Roe asked for staff comment regarding the mailbox heights when rein- <br /> stalled. <br /> City Engineer Culver advised that postal code standards had to be met, both for <br /> upper and lower heights to accommodate snow plows; but offered to confirm that <br /> they had been reinstalled to those standards. <br /> Mayor Roe noted that the original mailboxes may not have actually installed at <br /> the required standards, and thus the change now noted. <br /> At the request of Councilmember McGehee, City Engineer Culver reviewed the <br /> City's practice related to public rights-of-way and how and when the City may <br /> encroach into private property when installing a sidewalk and/or retaining wall. <br />
