Regular City Council Meeting <br /> Monday, October 6,2014 <br /> Page 8 <br /> Councilmember McGehee noted that earlier plans from the developer included <br /> rain gardens, which were not shown now; and expressed her interest in knowing <br /> whether any swales or infiltration projects had been provided for in that area. <br /> Councilmember McGehee opined that those originally plans provided a nice buff- <br /> er between this development and existing properties. <br /> City Manager Trudgeon advised that the initial plans provided for rain gardens in <br /> back utilizing the natural depressions found, and were still intended. Mr. Trudg- <br /> eon clarified that the easement vacation would not take place until final plans <br /> were presented, reviewed and approved. <br /> McGehee moved, Etten seconded, adoption of Resolution No. 11182 (Attachment <br /> A) entitled, "Approving the Vacation of Drainage and Utility Easements located <br /> along Lots 18, 19, 20 and 21, Block 1, O'Neil's Addition." <br /> Roll Call (Super Majority) <br /> Ayes: Willmus, Laliberte, Etten, McGehee, and Roe. <br /> Nays: None. <br /> 9. Block Nurse Program <br /> Mayor Roe welcomed presenter Sara Barsel, who provided three bench handouts, <br /> attached hereto and made a part hereof At the request of Ms. Barsel, Mayor <br /> Roe heard public comment before her presentation. <br /> Public Comment <br /> Annette"Neddy" Wuertz, 1286 Burke Avenue W <br /> Ms. Wuertz verbalized her previously-submitted written comments via e-mail <br /> dated October 5, 2014; and offered her volunteer support to create such a program <br /> in Roseville and encouraged partnership with the Roseville Fire and Police De- <br /> partments. <br /> Written comment in support of the program was also submitted by Warren Wolfe, <br /> 1999 Snelling Avenue N via e-mail dated October 6, 2014. <br /> Presentation by Sara Barsel <br /> Ms. Barsel referenced Attachment A to the RCA during her presentation, review- <br /> ing the need for the creation of a short-term (e.g. six month) task force to examine <br /> the possibilities of reinventing or re-establishing a block nurse program accessible <br /> to and for Roseville residents; her proposed charge to the task force; and possible <br /> composition of the task force and her perceived study areas. <br />
