Regular City Council Meeting <br /> Monday, October 6,2014 <br /> Page 9 • <br /> Councilmember McGehee recognized the advantages of such a program; howev- <br /> er, she opined that that the City Council first needed to have a complete under- <br /> standing of what services are currently available in the community. Coun- <br /> cilmember McGehee opined that a first step from her perspective would be to de- <br /> termine who those existing programs serve, there cost, what does or does not <br /> work, and costs to recipients or identifying organizations that sponsor those ser- <br /> vices. With that initial information, Councilmember McGehee stated that it <br /> would provide her with a better understanding of the former Block Nurse Program <br /> and what happened to it, at which time she would be excited to see where a task <br /> force identified where the City fit in that overall picture. <br /> Ms. Barsel questioned how that information would be determined unless done by <br /> a task force, opining that the intent was for the task force to make that initial as- <br /> sessment. <br /> Councilmember McGehee clarified that she was redefining the order of the task <br /> force versus other points made by Ms. Barsel's outline. <br /> Councilmember Willmus opined that it was important for the task force to recog- <br /> nize the scope and order as noted by Councilmember McGehee; however, he <br /> found that information imbedded deeper in Ms. Barsel's notes. <br /> Mayor Roe suggested it may be beneficial for the task force to decide what order <br /> to do things, opining that the City Council should not preclude them from doing <br /> so. <br /> Ms. Barsel thanked the City Council for their feedback, and concurred with <br /> Councilmember McGehee's comments and the need for an accurate enumeration <br /> and assessment of what is currently available. Ms. Barsel advised that the intent <br /> was that the information include not only what was being provided by in what <br /> numbers. As further noted by Councilmember McGehee, Ms. Barsel agreed that <br /> additional components would include the cost and length of service, as well as <br /> demographics being served. Ms. Barsel opined that a lot of that information <br /> could be defined by the initial task force meetings. <br /> Mayor Roe polled the Council to determine if there was any opposition to crea- <br /> tion of a task force; with none found. Mayor Roe sought additional comments on <br /> how the task force should be constituted and what role the City Council should <br /> play. <br /> Councilmember McGehee suggested another avenue from which to seek infor- <br /> mation was the Early Childhood program (e.g. ECFE); and suggested part of the <br /> task force include representatives from the City's Police and Fire Departments. <br /> Councilmember McGehee noted Battalion Chief Peterson's current involvement <br /> in ACT, suggesting he may want to be involved in this as well.
