Regular City Council Meeting <br /> Monday, October 20, 2014 <br /> Page 13 <br /> Councilmember Laliberte concurred, stating that she would prefer no parking <br /> pads, at least not enough to accommodate eight additional vehicles per lot; and <br /> would much prefer a 32' wide road that would accommodate parking on both <br /> sides, and allowing a typical driveway and parking surface for each home. <br /> Councilmember Willmus echoed his colleagues; stating that in his consultation <br /> with City Public Works/Engineering staff, even if constructed as an infiltration <br /> pond, an overflow would still be needed, and that would still need to be ad- <br /> dressed. Councilmember Willmus noted that the current plan, showing that <br /> stormwater crossing adjacent property that had no confirmed or defined easement <br /> available at this time remained an issue. <br /> Mr. Mueller opined that he was paying taxes for a storm sewer system that he <br /> couldn't use. Mr. Mueller further opined that when Mr. Cox redesigned his prop- <br /> erty with a berm down the back side and evergreen plantings, it created the drain- <br /> age issue. <br /> Mayor Roe asked staff to follow up on how to accomplish the stormwater drain- <br /> age if an easement was not available. <br /> Councilmember McGehee stated that she was familiar with Mr. Mueller's proper- <br /> ty; and opined that he could reduce the impervious surface and still leave the low <br /> area while constructing three homes arranged differently to avoid moving so <br /> much land. <br /> Mr. Mueller stated that his proposed lots were larger than the others in the imme- <br /> diate vicinity. <br /> In conclusion, Mayor Roe advised Mr. Mueller that he should take away from this <br /> discussion that the storm water management plan may dictate how many lots are <br /> feasible or allowed on the parcel. <br /> Mr. Mueller suggested that the City must have given other adjacent property <br /> owners approval to change drainage in the past. <br /> Mayor Roe advised that that may not necessarily be true, depending on what rules <br /> were applicable at the time of those developments, and whether or not those prop- <br /> erty owners or developers followed those rules and codes at that time. However, <br /> Mayor Roe noted that the situation needed to be dealt with as it now stood and <br /> under current rules and codes. <br /> Community Development Director Bilotta summarized his understanding of City <br /> Council direction: they were generally comfortable with the proposal for three <br /> homes if a stormwater outlet was provided to reach the public storm sewer system <br /> in some way; and while there may be some uncertainty on the history of the prop- <br />
