<br />The City wishes to provide a wide range ofhousing opportunities for its present and future residents <br />with some housing complementary to the Twin Lakes Area. The apartment and townhouse vacancy <br />rate in the City is extremely low. There is a market for additional units of mixed-use multiple <br />housing in Roseville. Opportunities for multiple housing are a key component of this Plan and will <br />be planned as a land use transition from the commercial and industrial uses to single-family <br />neighborhoods. <br /> <br />XV. Potential Environmental Contamination <br /> <br />The Twin Lakes Business Park has a history of environmental site assessment (ESA) work <br />associated with its transformation from a trucking industrial center to light industrial/warehousing <br />and commercial properties with little potential for site contamination. Since 1991, there have been <br />8 Environmental Site Assessments (phase I and Phase II) conducted for 5 properties that have been <br />redeveloped or have been cleared of previous uses, There have also been remediation work plans <br />developed for four redeveloped sites (Twin Lakes Corporate Center, Arthur Street Extension, Ryan <br />Twin Lakes IV property and the former Great Dane Site), Most of the findings, in general, related <br />to fuel spills and leaking underground storage tanks, hazardous waste or chemical generation on the <br />property, potential PCB-containing materials, abandoned wells, inactive septic systems and building <br />materials containing asbestos. Remediation activities for these properties have been completed. <br /> <br />There are known locations of leaking fuel storage tanks within the study area and in the 46 <br />properties to be redeveloped. The majority of these properties are located in the western one-third <br />of the study area. ESA activities and remediation work programs similar to what has been <br />conducted to date, as noted above, will continue as redevelopment proposals are received for the <br />remainder of the properties in the Twin Lakes Development Area. <br /> <br />The City is continuing its environmental investigation with the most recent Phase I and Phase II <br />studies along the Twin Lakes Parkway right-of-way, This study was made possible by a grant from <br />the US Environmental Protection Agency. When contamination is found a remediation plan will be <br />developed to ensure its proper disposal and cleanup. <br /> <br />XVI. Traffic <br /> <br />A comprehensive traffic analysis was completed to determine the traffic impacts resulting from the <br />proposed redevelopment of the Twin Lakes area as part of the 1997 EA W. The 1997 proposed <br />Twin Lakes redevelopment project expected to result in 8,100 additional daily vehicle trips to and <br />from the Twin Lakes area, including an additional 230 inbound and 830 outbound vehicle trips <br />during the Year 2011 post-development PM peak hour. The major roadways that are expected to be <br />affected by the traffic volume increases continue to be County Road C and Cleveland Avenue. In <br />2000, the traffic will again be studied to determine the effects of additional proposed development <br />within Twin Lakes. <br /> <br />16 <br />
