<br />c) Control truck access to residential areas. <br /> <br />4. Require streets be developed according to their function. Pavement <br />width, load capacity, and continuity of the street must recognize the <br />function for which the street is intended. Design and redo residential <br />streets with considerable resident input and City flexibility. <br /> <br />5. Coordinate all street planning with County, State, and Federal road plans. <br />Work cooperatively with MNDOT and Ramsey County to improve the <br />landscaping, screening, lighting and maintenance of through-City <br />roadway systems, especially Highway 36. <br /> <br />6. Upgrade the major thoroughfare systems through the use of State Aid <br />funds to multiple traffic lanes when warranted by traffic conditions. <br /> <br />7. Give priority to City and County State Aid roads serving industrial or <br />commercial areas. <br /> <br />8. Maintain cooperation and liaison with the County and State Highway <br />Departments to achieve orderly and timely development of existing and <br />proposed vehicular routes serving the City. <br /> <br />9. Cooperate with and assist the Metropolitan Transit Commission to <br />provide more adequate transit service to vital areas of the City. <br /> <br />10. Clearly mark bus stops and provide adequate space for buses to pull out <br />of the moving traffic land for loading and unloading. <br /> <br />11. Examine the feasibility of transit mini-hubs in the Rice Street area and the <br />comer of Lexington and Larpenteur. <br /> <br />12. Provide input into the rail corridor planning and abandonment processes. <br />If rails are removed to be removed, the corridors should be preserved for <br />public uses such as light rail or pathways. <br /> <br />a) If there is a rail line abandonment in Roseville, an appropriate public <br />agency should acquire the land for public purposes. <br /> <br />b) Light rail planning should receive input from Roseville. Roseville <br />should preserve potential rights-of-way and station locations and <br />identify possible routes for tributary bus service. <br /> <br />c) Identify and work with the decision makers on approved LRT routes <br />in Roseville. <br /> <br />13.
