<br />City of Roseville <br />Planning District 10 <br />Evaluation <br /> <br />) <br /> <br />Summary Of Issues - 1994: <br /> <br />Planning District 10 extends from County Road "D" on the north to Highway 36 to the <br />south, and from the west boundary of the City to a portionof Snelling A venue on the <br />east. It is the single largest district in the City and included 63.86 acres of developable <br />land in 1994. The area has the most industrial land in the City. The policy plan of the <br />City states that in the future, the City will attempt to move major industrial users and <br />transportation intensive users to the west side of Interstate 35W and to redevelop areas <br />from the Interstate 35W, east to Snelling A venue for high tech business, medical <br />laboratory, and light industrial type users. <br /> <br />Site 10-1 is the Tower Place area south of County Road C. A master land use <br />redevelopment plan will be prepared for this land from County Road "C", to County <br />Road "B-2", and from Cleveland Avenue to Fairview Avenue. In this area, there are a <br />mix of industrial, retail, and business uses. The Planning Commission and Council, in <br />the past, have requested that this area be designated for a mix of office, high tech uses, <br />except for the northwest corner of Fairview and "B-2," where a retail complex could be <br />developed. In 1994, the Planning Commission recommended changing the designation <br />of this area from Industrial to Business. The City Council acted to change the area from <br />Industrial to Business, in the form of a Business park, which could develop through the <br />use of smaller project by project planned unit developments (south of County Road <br />"C", between Fairview and Cleveland Avenue). <br /> <br />) <br /> <br />Within District 10, there are a number of small residential areas, one of which is located <br />at County Road "C-2" and Highway 88. The Comprehensive Plan designation of high <br />density residential is inconsistent with the R-1 zoning in the area. <br /> <br />The Centre Pointe planned unit development along Cleveland Avenue, is within <br />District 10. This area has taken longer than normal to develop and has numerous vacant <br />garden office/warehouse and office parcels which could also be used for <br />office/industrial uses. The 1985 planned unit development for Centre Pointe should <br />be evaluated to determine whether an amendment is necessary. It is clear, however, <br />that no retail activity was anticipated in the Centre Pointe area. <br /> <br />To the west of the Byerly's site (between Snelling and Fairview, on County Road "C") is <br />the Fruehauf site. This site is designated for headquarters and light industrial/high <br />tech uses and is considered part of the Twin Lakes project.
