<br />2.6 The applicant proposes a five to six foot elevation increase from lona Lane to the <br />northern most point of the cul-de-sac, with lookout and walkout lots being graded into <br />the site to match existing contours on the parcel. <br /> <br />2.7 No storm water management pond has been designed for the development. The existing <br />parcel drains to the north, northwest and northeast. Drainage for the parcel upon <br />development is proposed to match existing contours on the northern portion of the parcel <br />and drain in a similar direction. The drainage plan will need to be reviewed by the Rice <br />Creek Watershed and approved by the Roseville Engineering Department. <br /> <br />3.0 STAFF COMMENT: <br /> <br />3.1 To the west of this parcel is halfa dedicated right-of-way (33 feet) that included a water <br />main and three stubs into the subject parcel. The developer should work with the <br />Roseville Engineering Department to determine what needs to be done with the existing <br />utilities. <br /> <br />3.2 The proposed street design dedicating 50-feet of right-of-way for a roadway and 100 feet <br />of right-of-way for a cul-de-sac (turn-around), and developing a 28-foot wide street with <br />an 80-foot wide cul-de-sac is consistent with the City Code. However, staff suggests that <br />a teardrop island be constructed in the middle of the cul-de-sac for added green area and <br />aesthetic appeal. <br /> <br />3.3 A tree preservation plan must be developed with the assistance of the City to preserve <br />those trees deemed appropriate and which is adjacent to the proposed street right-of-way <br />and adjacent the periphery (north, east and west) of the parcel. <br /> <br />3.4 The developer must provide the City with a landscape plan for the teardrop island, street <br />trees, and other landscaping that augments existing vegetation on the parcel. Said plan <br />must be reviewed and approved by the City's landscape architect. <br /> <br />3.5 The proposed grading and drainage plan must be reviewed and approved by the Roseville <br />Engineering Department and the Rice Creek Watershed. <br /> <br />3.6 Utility and drainage easement are required. All interior lots must have a five-foot wide <br />easement and all periphery lots must have a ten-foot wide easement (where no matching <br />easement is available). <br /> <br />3.7 Park dedication for the six-lot development is required and must be in the form of a cash <br />payment in lieu of land dedication amounting to $500.00 per lot or $3,000.00. According <br />to the City Park System Plan no further land is required in this area. Residents have also <br />created a dirt path connecting lona Lane with Mackubin Street (south of Judith Avenue). <br />The Park and Recreation Commission will meet to review and recommend land or the <br />cash in lieu of land dedication and determine what future need exist to permanently <br />connect lona Land with Judith A venue/Mackubin Street. <br /> <br />3.8 The developer must remove the existing house and any debris from the parcel prior to <br />receiving the grading permit. <br /> <br />PF3357 - RPCA 121201.doc Page 2 on <br />
