Analysis <br /> <br /> <br />For analysis and capital cost estimates the project has been broken down between <br />tasks directly associated with the construction of the Twin Lakes Parkway Phases <br />from Cleveland Avenue to Fairview Avenue and tasks not directly associated with <br />the Parkway construction. Tasks related to the Twin Lakes Parkway construction <br />include site utilities such as sanitary sewer, water main and storm sewer. Also <br />included with the Parkway construction are Improvements to the I-35W <br />interchange. Exhibit 2 illustrates updated proposed storm sewer improvements <br />and Exhibit 3 illustrates updated proposed water main and sanitary sewer <br />improvements. <br /> <br />Tasks not directly associated with the construction of Twin Lakes Parkway from <br />Cleveland A venue to Fairview A venue include the roadway enhancements to the <br />surrounding roadways (Cleveland A venue, Arthur Street, Fairview A venue and <br />Lincoln Drive), roadway enhancements to Twin Lakes Parkway (currently <br />Terrace Drive) from Fairview Avenue to Snelling Avenue and the construction of <br />entry monuments. These improvements are expected to be constructed as part of <br />future roadway reconstruction projects or adjacent property redevelopment. <br /> <br />a. Project Tasks Associated With Twin Lakes Parkway <br /> <br />Twin Lakes Parkway. As shown in the 1996 Comprehensive Plan (typical <br />section, Parkway Concept C - Wide Median) Twin Lakes Parkway is <br />proposed to be a divided roadway with two 16-foot lanes and a 23-foot <br />landscaped median, landscaped boulevards and a lO-foot pathway on the <br />north side. The proposed roadway extension would be approximately 3600 <br />feet long including all four construction phases and Prior A venue. Left turns <br />would be provided at all driveway access points and street intersections. <br />Right turn lanes would be provided at the Cleveland A venue, Prior A venue, <br />Arthur Street and Fairview A venue intersections. The cost estimates include <br />new signals on Twin Lakes Parkway at Fairview A venue and on Prior <br />A venue at County Road C. Signal modifications are assumed at the <br />Cleveland A venue intersection. It is proposed that intersection with <br />Cleveland A venue match the existing I-35W ramp. The location of the <br />Parkway will follow the proposed Option C from the 1996 Plan. <br /> <br />The Official Right-of-Way Map for Twin Lakes Parkway requires a 90 foot <br />wide right-of-way for the entire section between Cleveland A venue and <br />Fairview A venue. As properties develop and right-of-way is acquired, it may <br />be possible to narrow the proposed right-of-way to 80 feet for short segments <br />to accommodate exiting and proposed development. <br /> <br />Twin Lakes Business Park Master Plan - Update of September 30, 1996 Report <br /> <br />3 <br />
