<br /> <br />The turn lanes on the east side of Cleveland A venue turn lanes are included in <br />the Twin Lakes Parkway Phase One costs. The cost of the turn lanes on the <br />west side of Cleveland Avenue are included with the I-35W Interchange <br />improvement. The proposed 12" water main and sanitary sewer services to be <br />located extending across the center of the Business Park have been include in <br />the costs of Twin Lakes Parkway Phase Three. All other utilities are included <br />in with the phase in which they are located. <br /> <br /> <br />Prior A venue. Prior Avenue is proposed to be constructed as a typical <br />commercial street between 32-feet and 36-feet wide with concrete curb and <br />gutter. The proposed Prior Avenue section would be approximately 500-feet <br />in length and include an 8-foot bituminous path. Prior A venue construction <br />costs have been included in the Phase Four cost estimate. <br /> <br />All proposed pavement sections are assumed to be bituminous, meet a 10 ton <br />classification and have a design speed of 35 miles per hour. The bituminous <br />has been estimated as three 2-inch lifts with and 8-inch class- V aggregate base <br />and 12-inch sand sub-base with sub drains. <br /> <br />I-35W Interchange. The proposed upgrades to the 1-35 interchange include <br />the removal of the north bound I-35W exit loop to west bound Cleveland <br />A venue and the construction of a new right-turn lane along the west side of <br />Cleveland A venue from the ramp to County Road C. In addition, the existing <br />signal at Cleveland Avenue will be upgraded to accommodate the geometric <br />changes to the intersection. The reconfiguration of the I-35W interchange at <br />Cleveland A venue includes an HOV lane and ramp meters on the north bound <br />I-35W ramp. <br /> <br />b. Project Tasks Not Associated With Twin Lakes Parkway <br /> <br />Urban Design. The urban design enhancements criteria have not been <br />changed from the 1996 Plan. The urban design roadway enhancements <br />include the streetscaping of existing roads and streets within and around the <br />Twin Lakes Business Park. Typical streetscape elements include; street <br />lighting, trees, plantings and bituminous pathways. Corner monuments are <br />also included as enhancements and the costs have been updated. It is <br />anticipated that these improvements will be constructed as part of a future <br />roadway project or adjacent site redevelopment. It is assumed that the <br />enhancements to County Road C will be constructed as part of Ramsey <br />County's 2003 reconstruction project and have not been included in this <br />update. <br /> <br />Twin Lakes Business Park Master Plan - Update of September 30, 1996 Report <br /> <br />4 <br />
