October 8, 2001

Mr. Rollin Hunsicker
Jones, Land LaSalle
10 Rosedale Center
Roseville, MN 55113

Re: R~sed~n~ransitK~'!X~provements

Dear M1'. Hl~\cker:

Thank you for taking the time to meet with Roseville City staff regarding the addition of a parking ramp in
cooperation with Metro Transit. Metro Transit has received federal transportation hmds to assist in the
construction of additional parking at Rosedale with the primary purpose of increasing the capacity of the park and
ride facilities. The ramp can also serve as additional parking for hlture Rosedale expansion or to relieve current
holiday and heavy shopping cycles.

Based upon your questions at the meeting the following is the most current information we have regarding the
implementation of the federal hmding and the expectations of Metro Transit to meet their current and long term
needs. After review of this information please contact me to arrange a follow up meeting with Metro Transit
representatives and Rosedale representative, Michael Dzaman.

Federal Fundinl! Requirements - The primary purpose of the funding is to increase park and ride capacity to
improve the regional transit system. The $6 million in federal funding includes the engineering, design,
construction management, parking ramp construction, and the reconfiguration of the transit hub to accommodate
12 buses. It is estimated that it will hmd a 300 stall parking ramp to increase Metro Transit's capacity from the
existing 200 to 500. Even though this funding is designated to pay for the ramp, the park and ride stalls do not
need to be taken by the ramp.

The plans show a single deck parking ramp with a capacity between 580 -750 stalls at a constmction cost of 11 to
12 million dollars. These plans could be built in stages, the first phase would be to construct the 300 spaces that
meet Metro Transits needs, with the expectation that adding on to the deck at a later date would be the
responsibility of Rosedale.

MetrOI)olitan Council Deadlines: The project is currently programmed for Metro Transits Capitol Improvement
Program in 2003. This includes the commitment of the federal and some state hmding.

Metro Transit's Park & Ride Needs: Currently the Park & Ride facility uses 200 stalls at Rosedale. There is a
need for at least 300 additional stalls to meet the minimum future transit needs in the area of 500 stalls.

We look forward to working with you on this project. If you have any additional
to contact us.

tions please do not hesitate

Sincerely,

",
I \
\, : I )
~ \ r. .
.~ I ,': ,

Debra M.
