<br />· 11:45 a.m. to 12:30 p.m. - St. Michael's Lutheran Church, Roseville <br />Covenant Church, Grace Church, Roseville Area HS, and Bethany Baptist <br />Church: Lots well attended by users; no on-street parking found adjacent sites; <br />volunteers walking site and attending tent; tents in place with trash container as <br />well as parking lots; portable restrooms in place; directional signage and cones <br />directing customers in appropriate locations. All sites appear to be orderly and <br />well managed; no calls to date; no lot full when reviewed. <br /> <br />· August 27, 2002,10:00 to 11:00 a.m., review of all seven lots w/Dennis <br />Welsch: Lots were starting to attract more customers, High School, Grace <br />Church, and St. Rose most active. All sites were well represented with volunteers <br />and properly signed. Noticed no infractions, nor on-street parking. <br /> <br />· August 29,2002,7:00 to 8:00 a.m., reviewed all seven lots; rode bus from St. <br />Rose: All sites were beginning to set-up with volunteers just arriving; St. <br />Michael, Corpus Christi and Bethany little or no activity; High School/Grace <br />Church and St. Rose were beginning to get customers. Parked vehicle at St. Rose <br />and rode bus to Fair. Upon return, lot was full; volunteers directing traffic to few <br />spaces in St. Rose lot; communicating with other lots to direct vehicles to open <br />lots, noticed very few vehicles on public streets surrounding St Rose park-in-ride <br />lot. <br /> <br />· September 1, 2002, 7:45 parked at High School lot and rode bus: Set-up was <br />complete; volunteers directing traffic; only High School lot being used; upon <br />return lot was full and volunteers directing traffic throughout lot and directing <br />customers to other lots; Church lots reviewed in morning (Roseville Covenant, St. <br />Rose and Grace) did not appear to be allowing park-in-ride customers. <br /> <br />3.0 REVIEW OF COMPLAINTS: <br /> <br />3.1 The complaints pertaining to Bethany Baptist Church last year (reason for 2002 review) <br />stemmed from loud and inappropriate activity; vehicles parked on grass; and poor site <br />monitoring. Staff review of this particular site found well organized volunteers; cars <br />parked in designated spaces; portable restroom; buses properly entering and exiting <br />site. The City received no complaints pertaining to this park-in-ride lot. <br /> <br />3.2 The City did receive multiple complaints from the residents east of St. Rose. <br />Specifically, these residents had concerns regarding on-street parking and radio <br />communication between lots (see attached e-mail). Neal Beets, City Manager provided <br />the residents with an e-mail based on the City Planner's review of the approved Interim <br />Use Permit and on-site inspections (see attached e-mail reply). <br /> <br />PF3370 - ReA 101402 - Page 2 on <br />
