<br />4.0 STAFF COMMENTS & FINDINGS: <br /> <br />4.1 Throughout the 12 day Minnesota State Fair, the City Planner completed numerous <br />inspections of each of the seven park-in-ride lots, finding no inappropriate activities or <br />violations to the any of the seven approved Interim Use Permits. <br /> <br />4.2 The Community Development Department and Public Works Department did discuss no <br />parking signage, but determined it to be problematic and impossible to enforce, <br />especially a City wide ban (or individual lot) for on-street parking on the City street <br />surrounding each park-in-ride lot. <br /> <br />4.3 The City only received one complaint (multiple times) pertaining to the St. Rose park-in- <br />ride lot. The City could consider signing this particular comer for "no parking" and <br />inspect to see whether violations have occurred. However, we do not suggest <br />implementing a no parking policy on City streets that surround each park-in-ride lot. <br /> <br />5.0 PLANNING COMMISSION RECOMMENDATOIN: <br /> <br />5.1 On October 2,2002 the Planning Commission reviewed the State Fair Interim Use <br />Permits and recommended as follows: <br /> <br />Recommend City staff monitor and inspect each park and ride lot in 2003 and <br />provide the Planning Commission and City Council with the inspection record. <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br /> <br />6.0 SUGGESTED ACTION: <br /> <br />6.1 Hear public comment. <br /> <br />6.2 By motion, approve the Interim Use Permits (as issued on March 4, 2002) for the <br />Minnesota State Fair, in accordance with the findings and recommendations <br />outlined in the project report dated October 14, 2002, to monitor and inspect each <br />park-and-ride lot in 2003 and provide the Planning Commission & City Council <br />with the inspection record. <br /> <br />Prepared by: Thomas Paschke (651-490-2236) <br /> <br />Attachments: Location maps and e-mail letters. <br /> <br />PF3370 - ReA 101402 - Page 3 of3 <br />
