<br />1 Extract of Draft Planning Commission Minutes of Oct 2, 2002 Meeting: <br />2 <br />3 a. Plannin2 File 3370: State Fair Interim Use Permit (IUP) Annual Report <br />4 <br />5 On March 4,2002, the Roseville City Council approved seven Interim Use <br />6 Permits for the Minnesota State Fair allowing the operation of park & ride lots on <br />7 seven properties in Roseville during the State Fair (two weeks in late August and <br />8 early September). The properties include Bethany Baptist Church, Church of <br />9 Corpus Christi, Grace Church of Roseville, Roseville Covenant Church, <br />10 Roseville Area High School, St. Michael's Lutheran Church, and The Church of <br />11 St. Rose. <br />12 <br />13 The Interim Use Permits (IUPs) were approved for each individual site with <br />14 certain terms and conditions. Specifically, the lot at Bethany Baptist Church <br />15 required the review by staff in 2002 (and reported to the Commission and <br />16 Council) to determine whether adjacent property owner concerns have been <br />17 properly addressed. <br />18 <br />19 The City Staff did receive complaints from the same household regarding issues <br />20 related to the St. Rose park-and-ride lot. A review of this lot has also been <br />21 completed. <br />22 <br />23 Throughout the 12 day Minnesota State Fair, the City Planner completed <br />24 numerous inspections of each of the seven park-and-ride lots, finding no <br />25 inappropriate activities or violations to the any of the seven approved Interim Use <br />26 Permits. <br />27 <br />28 The Community Development Department and Public Works Department did <br />29 discuss "no parking signage", but determined it to be problematic and impossible <br />30 to enforce, especially a City wide ban (or individual lot) for on-street parking on <br />31 the City streets surrounding each park-and-ride lot. <br />32 <br />33 Based on a complaint, the City could consider signing a particular comer <br />34 (Dellwood at Eldridge) for "no parking" and inspect to see whether violations <br />35 have occurred. However, the staff did not suggest implementing a no parking <br />36 policy on City streets that surround each park-and-ride lot. <br />37 <br />38 Thomas Paschke noted that he has received letters of support and one letter of <br />39 concern regarding the St. Rose site. Chair Duncan received a letter from Sara <br />40 Barsel, PhD., which was read into the record (attached). Paschke reported that <br />41 neighbors near the Bethany lot asked that the lot be open later. <br />42 <br />43 Member Pepper asked if the IUP included all sites (No, only parking lots in R-l <br />44 zoning districts). <br />45 <br />46 Randy Neprash noted that the access to St. Rose is on Dellwood. There are no <br />47 sidewalks. The safety concern is for over-flow parking along residential streets. <br />48 The increased traffic and parking on Dellwood at the same time create safety <br />49 issues. Staff did not report on afternoon and evening traffic. Mr. Neprash <br />50 suggested signage along Eldridge and Dellwood. <br />51 Member Stone asked how deep into the neighborhood does the parking extend. <br />
