(Yes, and volunteers are <br />also paid through a donation from the fair.) <br /> <br />Member Olson asked for concerns regarding the Bethany Church <br />operation. Mr. Grans noted there were complaints about loading on <br />Cleveland until police suggested entering on Skillman, entering the <br />parking lot. The same is proposed this year (2002). <br /> <br />Member Mulder asked for capacity of the lots. Mr. Grans had not <br />completed a count. Member Mulder asked if parking was done on "green <br />space" rather than pavement area. (Parking must be on pavement). <br /> <br />There being no further public comment, Chair Duncan closed the hearing. <br /> <br />Member Cunningham recommended the following additional condition: <br />Portable restrooms be placed furthest away from adjacent residences. <br /> <br />Member Mulder recommended a condition: expand the time until <br />midnight, even though it is not completely closed until later. Member <br />Mulder recommended that the operation be 24 hours or some other <br />constraint. <br /> <br />Member Traynor suggested "hours of operation" be defined as staffing, <br />monitoring, and bus service only. Member Mulder agreed and requested <br />that the definition be placed in the interim use permit. <br /> <br />Member Mulder asked if Cleveland (Bethany site) was appropriate for the <br />Fair traffic and turning movements. Deb Bloom noted there are bus stops <br />on Cleveland but usually for one or two riders. The center lane is not a <br />passing lane. Is the Skillman access with loading on the parking lot to be <br />used in 2002 ? (Yes) Member Mulder recommended this should be a <br />condition. <br /> <br />Member Mulder asked if cleanup should extend beyond the parking site? <br />Chair Duncan asked if the City could do this on public right-of-way and <br />charge for the clean up? (Yes) <br /> <br />Member Olson preferred each site should be reviewed annually. Member <br />Mulder noted that violation of an Interim Use Permit could be cause to <br />revoke the permit; the City should only review the Bethany site this year <br />(2002). Violations will trigger a review of the site in the future. <br /> <br />Chair Duncan asked if St. Rose should be included in any review. <br />
