I have reviewed and discussed the project and information packet with our City <br />Attorney and determined that your request will be processed as a Recombination. <br /> <br />Specifically, Section 11 04.04B reads: Recombination: To divide one recorded lot or parcel in <br />order to permit the adding of a parcel of land to an abutting lot and create two (2) buildable <br />parcels, the proposed subdivision, in sketch plan form, shall be submitted to the City Council for <br />approval. No hearing or Planning Commission review is necessary unless the proposal is <br />referred to the commission by the Community Development Director for clarification. The <br />proposed recombination shall not cause any portion of the existing lots or parcels to be in <br />violation of this regulation or the zoning code. Within thirty (30) days after approval by the City <br />Council, the applicant shall supply a certificate of survey to the Community Development <br />Director and City Manager for review and approval. After completion of the review and <br />approval by the Community Development Director and City Manager, the survey shall be <br />recorded by the applicant with the Ramsey County Recorder within sixty (60) days after <br />approval by the City Manager. <br /> <br />The information packet you submitted was most helpful in understanding the existing conditions <br />on the property and your intentions. However, we suggest that the setback between the existing <br />home and the new property line be seven feet wide versus the proposed ten feet. The purpose of <br />this lot line change is to create a wider lot (65 feet wide) onto which a home could be <br />constructed. It should be noted that the City Code allows structures in this area of Roseville to <br />be a minimum of five feet from a property line, but we feel this distance is too close. <br /> <br />The City has determined that the pond in the rear yard is a storm water pond for which any <br />structure must be set back a minimum of 20 feet. Further, any structure constructed must have a <br />lowest floor elevation a minimum of two feet above the pond outlet. In review of your <br />conceptual proposal, a slight modification to the placement of a new home will have to occur. <br />
