<br />area, since the activity will take place during off-peak hours. <br /> <br />5.5 The proposed interim use of the property for a temporary classroom will not have an <br />adverse impact on the market value of contiguous properties. <br /> <br />5.6 The proposed interim use of the property for temporary classrooms will not have an <br />impact on parks, streets and other public facilities. The modular unit, as proposed, will <br />not be connected to CIty sanitary sewer and water main. Currently Advent Lutheran <br />Church allows Family Academy the use of four restrooms, which in total contain five <br />water closets and one urinal. At the printing of this project report the Community <br />Development Department had not concluded the exact number of water closets and <br />lavatories Family Academy was required have based on the Uniform Building Code. <br /> <br />5.7 The proposed interim use of the property for a temporary classroom will not have an <br />adverse impact on the general public health, safety and welfare. <br /> <br /> <br />5.8 The proposed interim use of the property for a temporary classroom (school) is consistent <br />with the Roseville Comprehensive Plan and Zoning Ordinance. Said interim use also <br />meets all setbacks required in the R-l, Single Family Residence District and is consistent <br />with the City's interim use standards. <br /> <br />5.9 The Charter School's hours of operation will be from 8:00 a.m. to 6:00 p.m. Monday <br />through Friday. <br /> <br />6.0 STAFF RECOMMENDATION: <br /> <br /> <br />6.1 Based on the information provided in this project report, staff recommends approval of <br />the interim use permit (consistent with the Planning Commission action of June 5, 2002) <br />to allow a temporary modular classroom facility along the south side of the Advent <br />Lutheran Church, 3000 Hamline Avenue, subject to the following conditions: <br /> <br />a. The interim use permit is limited to the same duration of time as the IUP issued in <br />October of200l or and expiration date of September 24,2004. The interim use <br />permit will be reviewed administratively on an annual basis on the anniversary <br />date of the resolution granting by the City Council, with a staff compliance report <br />submitted to the Planning Commission and City Council annually, and within 120 <br />days of expiration of the Interim Use Permit. <br /> <br />b. The Interim Use Permit shall become null and void after 27 months of operation <br />unless the applicant reapplies for a future interim use permit 120 days prior to the <br />permit expiration date. <br /> <br />c.
