The plight of the landowner is due to circumstances unique to the <br />property not created by the landowner: The Press Gym has virtually no visibility from <br />Snelling and limited visibility from Oakcrest A venue since the construction of the Sunrise <br />Assisted Living facility and the installation of a privacy fence along the north property <br />line adjacent to the west parking lot. These unique circumstances make it difficult to <br />direct potential members to the Press Gym as well as provide business identification. <br />The Community Development Staff has determined that the plight of the landowner <br />is due to circumstances unique to the property not created by the landowner <br />(structure placement prior to code, new Sunrise building location, screening and <br />topographic issues). <br /> <br />5.9 The variance, if granted, will not alter the essential character of the locality: The <br />installation of a second sign at or near the front yard property line of the Sunrise Assisted <br />Living facility will not be out of character with other similar properties such as churches <br />and schools, which have multiple signs to identify the different uses within the structure. <br />The Community Development Staff has determined that this variance, if granted, <br />will not alter the essential character of the locality, nor adversely affect the public <br />health, safety, or general welfare, of the city or adjacent properties. <br /> <br />6.0 STAFF RECOMMENDATION: <br /> <br />6.1 Based on the information provided and the findings in Section 5 of this project report, the <br />Community Development Staff recommends approval of a 14 foot front yard <br />VARIANCE to Section 1009.03M and Section 1009.04A2 of the Roseville City Code <br />for Sunrise Assisted Living and Dan Stock (Press Gym) to allow the installation of a <br />second monument sign at 2555 Snelling Avenue, subject to the following conditions: <br /> <br />A. The sign must be no larger than 48 square feet in size and of a V -shaped design <br />with 2 - 4 foot by 6 foot sign panels. <br /> <br />B. The sign must be installed a minimum of 1 foot from the property line adjacent to <br />Snelling A venue in the northeast portion of the parcel. <br /> <br />C. The review and approval of a sign permit must be consistent with the approved <br />plans and variances. <br /> <br />7.0 PLANNING COMMISSION ACTION: <br /> <br />7.1 On August 6, 2003, the Roseville Planning Commission held the public hearing regarding <br />the Press Gym variance request. At the hearing no citizens addressed the Commission, <br />but the Commission did have questions of staff and applicant. Specifically, the Planning <br />Commission was interested in the possibilities of lighting for the sign and effects sign <br />would have being along a walking path adjacent to Snelling A venue. <br /> <br />PF3502 - ReA 081803 - Page 4 of 5 <br />
