Plannim! File 3503: Request by James Paal, 1413 Millwood Avenue, for <br />a variance to Section 1004.02D5 (Dwelling Dimensions - Front Yard <br />Setback) to allow the construction of an attached garage on to the front of <br />the home. <br /> <br />Chairman Jim Mulder opened the hearing and requested City Planner Thomas <br />Paschke to provide a verbal summary of the staff written report dated August 6, <br />2003. <br /> <br />Mr. Paschke explained that James Paal, 1413 Millwood Avenue, was seeking <br />approval ofa variance to Section 1004.01E (Exception) and 1004.02D5 (Dwelling <br />Dimensions -Side Yard Setback) of the Roseville City Code to allow the <br />construction of an attached garage and living area on to front (south) and side <br />(east) of their home. <br /> <br />Chair Mulder asked for clarification of the 6" variance. Was the 5'0" setback <br />discussed? <br /> <br />Jim Paal, 1413 Millwood, explained the process and change from the garage to <br />living space. He explained the change in roofline and the request will visually <br />improve the roofline. <br /> <br />Member Bakeman asked why the addition could be added to the back. (Cannot <br />create a double garage in the existing one car space). Along the west border there <br />is a broken view based on existing pine trees. To put the garage in the rear would <br />require a detached garage with a 100 foot driveway. Lot coverage will be an <br />Issue. <br /> <br />Chair Mulder asked if windows can be improved beyond simply garage windows, <br />must be consistent with double windows as shown in the application. <br /> <br />Based on the information provided and the findings in Section 5 of this project <br />report, the Community Development Staff recommends approval of a 20 foot <br />front yard variance to Section 1004.01E and a 6 inch variance to Section <br />1004.02D2 of the Roseville City Code for James Paal to allow the construction of <br />an attached garage and living area on to his home at 1413 Millwood Avenue <br />subject to the following conditions: <br /> <br />a. The front yard setback being established at 24 feet, which distance allows <br />a 20 foot addition on to the south side of the principal structure. <br />b. The side yard setback being established at 4 feet 6 inches, which distance <br />allows for a 3 foot addition on to the east side of the principal structure. <br />c. Gutters and downspouts must be installed along the eves of the garage and <br />living area addition to properly direct runoff into the front and rear yard. <br />
