<br />G. The Hummer showroom structure being limited to a maximum height of 36 feet <br />from grade. <br /> <br />H. The submittal of a site and building signage plan to the City Planner for review, <br />approval, and incorporation in the final plan set. <br /> <br />I. The Hummer test track being a dustless surface; limited to the hours of 9 a.m. to 8 <br />p.m.; screening of vehicle headlights from adjacent hotels; and any and all site <br />lighting being down case, cut-of design. <br /> <br />7.0 PLANNING COMMISSION ACTION: <br /> <br />7.1 On October 1,2003, the Roseville Planning Commission held the public hearing <br />regarding the Wally McCarthy Auto Group request for an amended Conditional Use <br />Permit. At this hearing no citizens were present to address the Commission. However, <br />the Commission did have questions of City Planner and the applicant's architect. <br /> <br />7.2 Specifically, the Commission was interested in knowing whether an Interim Use Permit <br />was meeting its conditions of approval and whether landscaping issues along the frontage <br />road have been addressed. The City Planner replied that the approved car storage Interim <br />Use Permit was complete and removed by June 2003. Landscaping was installed along <br />Prior Avenue and the frontage road, which plan was reviewed and approved by the <br />Community Development Department. <br /> <br />7.3 The Planning Commission also expressed a concern about the test track and its potential <br />impact on neighboring properties. The City Planner indicated that the track would run <br />along the rear (north) property line and be approximately 6 to 8 feet lower than the grade <br />on the Super 8 Motel parking lot. Phillip Walberg, Finn Daniels Architects added that he <br />did not anticipate vehicles racing down the test track and only minor noise. The Planner <br />also stated that the condition of screening in the recommendation was for the west side of <br />the test track and not to full screen the track of site. <br /> <br />7.4 The Commission voted (6-0) to recommend approval of the request by Wally McCarthy <br />Auto Group for an amendment to their existing Conditional Use Permit, based on the <br />findings of Section 5 and conditions of Section 6 of the project report dated October 1, <br />2003. <br /> <br />8.0 SUGGESTED CITY COUNCIL ACTION: <br /> <br />8.1 ADOPT A RESOLUTION approving an amendment to a previously approved <br />CONDITIONAL USE PERMIT for Wally McCarthy Cadillac/Hummer, 2325 Prior <br />Avenue, based on the findings of Section 5 and conditions of Section 6 ofthe project <br />report dated October 20, 2003. <br /> <br />Prepared by: Thomas Paschke (651-490-2236) <br />Attachments: Location map, narrative, site plan, and aerial photo. <br /> <br />PF3523 - ReA 102003 - Page 6 of 6 <br />
