<br />4.0 BACKGROUND <br /> <br />4.1 Section 1012.09A states: the City Council may authorize an interim use permit of <br />property. Interim use may not be consistent with the land uses designated on the adopted <br />Land Use Plan. They may also fail to meet all of the zoning standards established for the <br />district within which it is located. Such a proposed use is reviewed in the same manner as <br />a conditional use permit. <br /> <br />4.2 Section 1012.09B states: the City Council may attach conditions to interim use permits. <br />In reviewing interim use permit applications, the City will establish a specific date or <br />event that will terminate the use on the property. The Council will also determine that the <br />approval of the interim use would not result in adverse effects on the public health, safety <br />and general welfare, and that it will not impose additional costs on the public if it is <br />necessary for the public to take the property in the future. <br /> <br />4.3 Calvary Church has seen a steady increase programs and has determined that there is a <br />need for an additional meeting space. Further, the Church is looking for space to <br />accommodate meetings evening meetings primarily on Wednesday evenings from 7:00 - <br />8:30pm. <br /> <br />4.4 The Church owns the property on both sides of the proposal. The existing building, a <br />garage used for storage, would be converted into a small groups classroom/meeting space, <br />which meets Building Code requirements. After two years, the meeting space would be <br />closed, and the accessory building would again be used for church storage or as a car <br />garage. The garage has an inside dimension of 23 feet by 21 feet. <br /> <br />5.0 STAFF COMMENTS/FINDINGS: <br /> <br />5.1 The house (a rambler) was built in 1947. It is situated on a lot that is 87 feet by 229 feet <br />(19,923 s.f.) The lot exceeds the dimensional requirements of the site. There will be no <br />exterior wall expansion of the accessory building/meeting space and hence no additional <br />land coverage of the site. <br /> <br />5.2 The structure would provide temporary meeting space for a 24-month period. No <br />additional paving or parking on site is proposed. <br /> <br />5.3 The proposed interim use of the property for temporary classrooms will have a minimal <br />impact on on-site parking and traffic in the area, since the activity will take place during <br />off-peak hours. <br /> <br />5.4 The proposed interim use of the property for a temporary classroom will not have an <br />adverse impact on the market value of contiguous properties. <br /> <br />5.5 The proposed interim use of the property for a temporary classrooms will not have an <br />impact on parks, streets and other public facilities.
